Self Service Options

Below you’ll find information to help you start or stop water and sewer service at your property, transfer your account to another address and update your account information.

Please note that our office hours are Monday through Friday, 7:30 a.m. to 5 p.m., excluding City holidays.

Start Water/Sewer Service

To start water service, please use this online form.

Please note, it could take up to five business days to process your request. Additionally, we are not shutting off water for non-payment or water/sewer accounts that are not timely opened. We apologize for the inconvenience and thank you for your patience.

If you prefer to handle this by phone, please expect extended hold times due to workforce and workload challenges.

Individual/Household

To start water/sewer services for an individual or household you must have all the following information listed below available and note that one form of current government-issued identification is required to start service. Please note that our office hours are Monday through Friday, 7:30 a.m. to 5 p.m., excluding City holidays.

To start water service, please use this online form.

  • Name of the primary account holder.
  • Date of birth of primary account holder.
  • Service address.
  • Mailing address (if different from service address).
  • Phone number.
  • Email address.
  • Start of service date.
  • Are you the owner or tenant?
  • Current or previous service address within the city of San Diego (for reference, if applicable).
  • One (1) form of government-issued identification listed below must be provided for the account holder and any secondary contact before starting service. Examples of acceptable government-issued identification are:
    • Driver’s license.
    • State identification card.
    • Military identification.
    • U.S. Passport or Passport Card.
    • Foreign passport.
    • Permanent resident card.
    • Certificate of Naturalization or Certificate of U.S. Citizenship.
    • Student identification card.
    • Social Security Card.

The Federal Privacy Act gives you the right to choose whether to give us your Social Security Number. This information will be used for identification purposes only. You will not be penalized if you choose not to give us your Social Security Number.

  • Secondary contact name (if applicable).
  • Secondary contact phone number (if applicable).
  • Secondary contact relationship to account holder (if applicable).
    • Please note: Any individual or business listed as a contact on a Public Utilities Department account will have the same access to account information, and the ability to make changes on the account, as would the account holder. This includes information regarding usage, rates, payment method and billing information. This also includes the ability to close the account, and update the mailing address, phone number and email address, as well as add additional contacts on the account. Contacts, however, are not allowed to start or transfer service on behalf of the account holder, with the exception a property management company with a current property management agreement on file.

Business or Organization

To start water/sewer services for a business or organization you must have all the following information listed below available and note that one form of current government-issued identification is required to start service. Please note that our office hours are Monday through Friday, 7:30 a.m. to 5 p.m., excluding City holidays.

To start water service, please use this online form.

  • Name of business or organization.
  • Service address.
  • Billing address.
  • C/O (if applicable).
  • Phone number.
  • Email address.
  • Start of service date.
  • Contact information for the person or department responsible for payment
    • Name.
    • Phone number.
    • Email address.

     

  • One (1) copy of either document listed below, showing your Tax Identification Number, Employer Identification Number or City of San Diego Business Tax Certificate Number, must be provided for the business/organization before starting water service.
    • W-9.
    • San Diego Business Tax Certificate.

     

Property Management Company

For a property management company to start water/sewer services on behalf of an owner, you must have all the following information listed below available, and note that one form of current government-issued identification is required to start service. Please note that our office hours are Monday through Friday, 7:30 a.m. to 5 p.m., excluding City holidays.

To start water service, please use this online form.

Owner Required Information

  • Name of primary account holder (owner).
  • Date of birth of primary account holder (owner).
  • Service address.
  • Billing address (if different from service address).
  • Phone number for the account holder (owner).
  • Email address for the account holder (owner).
  • Start of service date.
  • Current or previous service address within the city of San Diego (for reference).
  • One (1) form of government-issued identification listed below must be provided for the account holder and any secondary contact before starting service. Examples of acceptable government-issued identification are:
    • Driver’s License.
    • State identification card.
    • Military identification.
    • U.S. Passport or Passport Card.
    • Foreign passport.

    • Suite/Unit Number.

  • Property Management Company Phone Number.
  • Property Management Company Email Address.
  • One (1) copy of either document listed below, showing your Tax Identification Number, Employer Identification Number or City of San Diego Business Tax Certificate Number, must be provided for the business/organization before starting water service.

    • W-9.
    • San Diego Business Tax Certificate.
  • One (1) copy of the property management agreement.

Stop Water/Sewer Service

To end water/sewer service, please use this online form.

  • Forwarding address for the final bill and/or other account correspondence.

Moving? Transfer Your Service

If you are moving within the city of San Diego and want to stop service at one address and start service at another address, please use this form to stop service and indicate that you are moving to an address that is serviced by the City of San Diego
