General Project Area Information

The 133-acre Barrio Logan Redevelopment Project Area is located in a mixed-use community near Downtown San Diego at the foot of the San Diego-Coronado Bay Bridge. Redevelopment in this area focuses on eliminating blight while preserving the neighborhood's distinctive character. A major objective is development that enhances the community's cultural and ethnic qualities.

The Project Area is located along the San Diego Bay, close to the San Diego Convention Center, Centre City East Village, and the Ballpark Redevelopment Project. Adjacent to all forms of transportation and the San Diego Bay, its ideal eastern location immediately a burgeoning downtown area that is experiencing $3 billion in revitalization investment, and provides investors with an attractive opportunity to capitalize on a variety of commercial, public, or mixed-use developments.

The Barrio Logan Project Area Committee meets on the third Wednesday of every month at 6 p.m. at Barrio Station, located at 2175 Newton Avenue, San Diego, CA 92113.

Current and Proposed Redevelopment Projects and Programs

Mercado del Barrio Residential/Commercial Center

The proposed Mercado shall provide for a unique residential and commercial mixed use district within the "heart" of Barrio Logan. The Mercado site, wholly owned by the Agency, consists of two vacant City blocks totaling approximately 6.8-acres, and is bounded by César Chávez Parkway to the north, the Coronado Bridge overpass and Chicano Park to the south, National Avenue to the east, and Main Street to the West. The Mercado shall provide for a unique commercial and residential mixed use district that will include a Latino-themed supermarket, neighborhood retail shops, and restaurants. The Mercado shall also include the development of up to 95 multi-family affordable housing units that shall be made available to households earning between 30% to 60% of the area median income. Public amenities include art elements, pedestrian walkways, landscaping, and plazas to highlight the culture of Barrio Logan and connections to Chicano Park. The Mercado shall also meet or exceed the U.S. Green Building Council's requirements for LEED Certification. Construction is estimated to take place in late 2011, and be completed by 2012.

Community Enhancement Program

The Redevelopment Agency of the City of San Diego has partnered with Urban Corps of San Diego County to provide a home and community improvement program called "Green Street." Through this unique program, community volunteers will paint out graffiti, pull weeds, repair fences, plant trees, and haul away debris in Barrio Logan. In addition to cleaning up and beautifying public right-of-ways, Green Street will feature the renovation of 14 Barrio Logan homes occupied by low- and moderate-income residents who earn less than 120% of the area median income (i.e. a family of four earning $89,900 or less). Home improvements include both interior and exterior improvements designed to improve energy efficiency and curbside appeal.

Completed Redevelopment Projects

Mercado Apartments

Built in 1995, the Mercado Apartments were honored with the prestigious Urban Land Institute award for "best integration of design." The 144-unit affordable housing complex, located on Crosby Street, provides much-needed housing for hundreds in the project area.

Gateway Family Apartments

Gateway Family Apartments on Logan Avenue provides two- and three- bedroom units for 42 low- and very low-income families earning between 30% and 60% of the area median income. The project includes community meeting space, outdoor recreation facilities, and has incorporated Universal Design features in all of the units. The project enhances the quality mix of housing options for families and has been recognized with the San Diego Housing Federation's Housing Project of the Year (Fewer than 50 Units) Award and the SDG&E Energy Efficiency & Sustainability Award.

La Entrada Family Apartments

The Redevelopment Agency is currently negotiating plans for the La Entrada Family Apartments, which will provide 85 units of for-rent affordable housing for families that fall into eligible income guidelines. The project will be located on the 1700-block of Logan Avenue and bounded by Sigsbee and Beardsley streets. It will replace five businesses and 13 residential units, creating seven times more housing than what currently exists on the same footprint in a well integrated design.

Los Vientos Family Apartments

Completed in 2009, this 89-unit apartment project is located at 1629 and 1668 National Avenue. Units are made affordable to low- and very low-income families with a household income between 30% and 60% of the area median income.

César E. Chávez Parkway Improvements

This project provided for the widening of Crosby Street (César E. Chávez Parkway) from Harbor Drive to Kearney Avenue to a modified four-lane major street. The project was a collaboration of various public entities and included the off-site I-5 and Coronado Bridge ramps.

Barrio Logan Community Plan Update

The Barrio Logan Community Plan is in the process of being updated. The updated plan will establish goals and objectives for future improvements and development in the Barrio Logan Community Planning Area, which encompasses the Barrio Logan Redevelopment Project Area. The Redevelopment Agency is contributing funds to the preparation of the updated plan.
