College Grove Redevelopment Project Area
Crossroads/College Grove Merger
The Redevelopment Agency is in the process of merging the Crossroads Redevelopment Project Area and the College Grove Redevelopment Project Area. The merger will require a blight study, amendments to the redevelopment plans, and preparation of a Subsequent Environmental Impact Report (EIR). Public notices, public meetings/hearings, and draft documents for public review and comment are posted on the Agency's website as they become available.
General Project Area Information
The City of San Diego's 167-acre College Grove Redevelopment Project Area was adopted in 1986 to revitalize the aging
College Grove Shopping Center by using tax increment revenue to finance street-related improvements around the shopping center
for better traffic circulation. The Project Area, administered by the City's Redevelopment Division, comprises the 56-acre shopping
center on College Avenue and State Route 94, and 111 acres of City land, including Chollas Lake Park and Chollas Landfill.
The City-owned Chollas property is identified in the Mid-City Community Plan as a resource-based park that lends itself to
development as a traditional large urban park. Some of the future improvements to the area include: utility, landscape, park, and
street improvements; a new comfort station; and a parking lot in addition to a traffic signal at the intersection of College Avenue and
Livingston Avenue.

Redevelopment Projects and Programs
College Grove Shopping Center
In 1998, the City's Redevelopment Agency entered into agreements with Vestar Development Company and Wal-Mart Real Estate Business Trust to redevelop the shopping center with a Wal-Mart, Sam's Club, and Home Base in addition to the Mervyn's and Longs Drugs stores that were already tenants then. Originally called Marketplace at the Grove, the regional mall is now known as College Grove Shopping Center.
College Grove Redevelopment Housing Enhancement Loan Program
The College Grove Redevelopment Housing Enhancement Loan Program (HELP) provides forgivable loans to help low- and moderate-income owner-occupants repair and improve their homes within the College Grove Redevelopment Project Area and the surrounding neighborhoods located in census tracts 27.05 and 27.06.
College Avenue and College Grove Drive Streetlights
The Redevelopment Agency is coordinating with the City of San Diego’s Engineering & Capital Projects Department to fund the design and installation of streetlights along College Avenue and College Grove Drive. The new streetlights will help create a safe, walkable environment for residents, visitors, and merchants, and help generate economic activity and remove blight from vital commercial/transit corridors.
North Chollas Community Park Improvements
The Redevelopment Agency is exploring options with the City of San Diego regarding potential improvements to the North Chollas Community Park.
