This portion of the agenda provides an opportunity for members of the public to address the Redistricting Commission on items of interest within the jurisdiction of the Commission.

Comments are limited to no more than two minutes per speaker. Submit requests to speak to the Commission's Operations Director prior to 2:00 p.m. Pursuant to the Ralph M. Brown Act, no discussion or action, other than a referral, shall be taken by the Redistricting Commission on any issue brought forth under "Non-Agenda Comment."

Item 5. Director's Report

Staff will provide an operational status report including the availability of Redistricting Kits and maps on the web page and progress preparing for the post-map public hearings. Possible direction to staff.

 
Item 6. Analysis of Commissioner's Draft Plan #2 (June 20, 2001)

Redistricting consultants Cain and Mac Donald will provide an analysis of the Draft Plan #2, created June 20, 2001, with respect to Voting Rights Act issues, impact on protected classes and communities of interest, and otherwise as requested by the Commission.

AT 3:30 P.M., THE REDISTRICTING COMMISSION WILL RECESS FOR 30 MINUTES, RECONVENING AT 4:00 P.M. IN THE COUNCIL CHAMBERS

 
Item 7. Development and Adoption of Preliminary Redistricting Plan

Commission members will continue the map development process which began at the Redistricting Commission meeting of June 6, 2001 and continued at the meeting of June 20, 2001. Staff will assist the Commission in making further refinements to the Commission's Draft Plan #2 using the Maptitude Redistricting software. Mapitutude will also be used to analyze the effects of the proposed boundary changes on protected groups and communities of interest. Possible Action: Adoption of the Preliminary Redistricting Plan which will be filed with the City Clerk and presented at the Public Hearings.
