REDISTRICTING COMMISSION ACTION (Tape location A023-050.)

Deputy City Attorney Lisa Foster informed the Commission that she and Deputy City Attorney Stuart Swett reviewed Robert's Rules of Order and determined that the Chairman is allowed to participate in making motions and voting.

REDISTRICTING COMMISSION ACTION (Tape location A052-247.)

This 2 and a half year voting rights lawsuit coordinated by the Chicano Federation alleged that the City's electoral system diluted minority voting strength. Attorney Michael Aguirre, who represented the Chicano Federation during the lawsuit, discussed its history and impact.

REDISTRICTING COMMISSION ACTION (Tape location A248-B234.)

Discussion and action to establish dates for future Commission meetings.

Bonnie Stone stated that at the February 14th meeting the City Attorney's office will discuss the City's side of the voting rights lawsuit, Perez et. al. v. City of San Diego.

Chairman Pesqueira requested that Commissioners block out each Wednesday during the month of February for Commission meetings. However, February 28th is still questionable. Chairman Pesqueira stated that he would make every effort to have a meeting on that date. Chairman Pesqueira noted that he will be out of the country during the month of March; however a meeting on the last Wednesday in March is likely.

REDISTRICTING COMMISSION ACTION (Tape location B245-360.)

Report from RFP Subcommittee. Discussion and possible action relating to hiring a consultant for redistricting.

Deputy City Attorney Foster informed the Commission that some language in the RFP needs to be revised.

Chairman Pesqueira requested that the changes to the RFP be made as soon as possible in order to advertise and move toward hiring a consultant.

MOTION BY ULLOA TO APPROVE THE LONG VERSION OF THE RFP WITH THE CITY ATTORNEY'S RECOMMENDED CHANGES. Second by Magaña. Vote unanimous; all present.
