(O-2000-148) ORDINANCE NUMBER O-18801 (NEW SERIES) ADOPTED ON MAY 15, 2000 AN ORDINANCE AMENDING CHAPTER II, ARTICLE 6, OF THE SAN DIEGO MUNICIPAL CODE BY ADDING DIVISION 14, SECTIONS 26.1401, 26.1402 AND 26.1403, RELATING TO THE SCIENCE AND TECHNOLOGY COUNCIL. BE IT ORDAINED, by the Council of The City of San Diego, as follows:

SEC. 26.1401 Purpose and IntentSCIENCE AND TECHNOLOGY COUNCIL It is the purpose and intent of the City Council to establish a Science and Technology Council (SDSTC) to serve in an advisory capacity to the Mayor, City Council, and City Manager on policy issues relating to Science and Technology matters. Since the early 1990s, San Diego has transformed itself into a world leader for revolutionary advances in biotechnology, digital wireless communication, high definition digital technology, medical imaging, and materials science technology, among others. Because technology and its uses evolve very rapidly, it is important that the City establish a Science and Technology Council which can advise the City on matters which impact both the technology industry and the City's research and scientific institutions in order to help ensure that our region will continue to attract and incubate growth and investment. SEC. 26.1402 Science and Technology Council There is hereby created a Science and Technology Council (SDSTC) consisting of fifteen (15) members, who shall serve without compensation. The members shall be appointed by the Mayor and confirmed by the City Council. The members shall be selected from San Diego's biotech, wireless, high-tech and scientific community, and the academic and research community. All members of the Council shall be residents of The City of San Diego or the County of San Diego. In making the initial appointments, the Mayor shall appoint one (1) member who shall be designated as Chairperson and fourteen (14) other members. The members shall serve two (2) year terms and each member shall serve until a successor is duly appointed and confirmed. The members shall be appointed such that the terms of not more than eight (8) members shall expire in any year. The expiration date of all terms shall be May 31. During June of each year, the Mayor may designate one (1) member as Chairperson; however, in the absence of such designation, the SDSTC Council shall on or after July 15, select a Chairperson from among its members. Any vacancy shall be filled for the unexpired term of the member whose place becomes vacant. The SDSTC Council shall adopt rules consistent with the law for the government of its business and procedures. SEC. 26.1403 Duties and Functions The SDSTC Council shall:
Section 2. Initial appointments shall be for terms commencing on the effective date of this ordinance. Section 3. That a full reading of this ordinance is dispensed with prior to its final passage, a written or printed copy having been available to the City Council and the public a day prior to its final passage.
