- Communicate to external stakeholders - customer interfacing - on-line, telephone, TV - how tos
- Capture information regarding customers - City does well with enterprise-related services (Water, etc.) less on Parks and Recreation - not consistent way to capture customer information
- Communication of info re: City - use of news media - communicate within City and with the global community. (City does not do a good job of communicating success stories, e.g., some potential business investors do not know that Qualcomm is based in San Diego)
