SCIENCE AND TECHNOLOGY COMMISSION'S VISION FOR SAN DIEGO

MISSION STATEMENT

Science, Technology and their uses are fundamental to both economic prosperity and high quality of life in San Diego's future. The City should apply technology and take other measures to maintain an environment that will incubate desirable growth and continue to attract vital investment and talent.

CORE BELIEFS

  • All San Diego citizens must be able to use technology, particularly digital resources for both economic opportunity and quality of life, including education, work, government, interfaces, culture and entertainment.

  • People and their talents will determine San Diego's success in transforming science and technology into regional competitiveness and benefits for its citizens.

  • Science and technology will be the primary drivers of economic development and prosperity.

  • Efficient and effective transportation, and adequate affordable housing and reliable, economical energy are essential for capturing the full benefits of a science and technology rich future.

  • Superb educational institutions AND life long learning options are critical for regional competitiveness in the science and technology intensive new economy.

  • The City should modernize proactively and continuously to maintain an infrastructure that provides the region a competitive edge in the new economy.

  • The City Government should be determined and vigilant to adopt technology that can both improve services and increase efficiency of operations.

  • The City and its Government should remain extremely open to all new ideas and innovation.

  • Success in the new economy will require extraordinary collaboration among academic, business, not for profits and public sector organizations on a daily basis.

  • Competitive success for San Diego in the science and technology rich future will have to be based on actions and substance rather than hype.

BIG, COMPELLING, AUDACIOUS ASPIRATIONS

  • By 2005 ninety seven percent of San Diegans will be using digital resources in their home for work, education, health care, shopping, government interfaces, entertainment, cultural enrichment and other elements of quality living!

  • By 2003 a major, highly regarded national magazine will rate San Diego as one of the three best cities for research and the application of science and technology!

  • By 2004 the City receives the highest (i.e., A) rating for both technology usage and overall quality from Civic.com (or the Kennedy School of Government)!

  • By 2005 five targeted business sectors (i.e., biotech, wireless, software, etc.) will achieve double-digit employment growth rates!

  • By 2005 five targeted business sectors (not necessarily the same as above) will achieve revenue per capita twice that in 2000!

  • By 2004 all City-citizen transactions will be web enabled!

  • By 2005 ninety percent of the homes, businesses and schools will be served with broadband access to digital resources!

  • By 2006 the region's educational institutions will double the number of people trained in "new economy" skills compared to 2000! Our K-12 schools will be cited frequently and nationally as an example of how to train children for exciting careers in science and technology.

  • By 2005 San Diego will have reliable supplies of gasoline, natural gas and electricity at prices below the national average.

  • By 2006 the region will be recognized by the US Department of Energy as the nation's leading City for both energy conservation and the deployment of renewable energy technologies.
