Ultra Low-Flush Toilet and Urinal Voucher Program Information
The Ultra Low-Flush Toilet (ULFT)/Urinal Voucher Incentive Program is intended to help reduce indoor water consumption by providing a financial incentive to replace high-volume flush toilets and urinals. The following point-of-purchase vouchers are currently available:
- $75-$200 for Ultra-Low-Flush-Toilets (ULFTs) and High-Efficiency Toilets (HETs) Vouchers are currently available for multi-family properties including: apartments, condos, town homes, duplexes, triplexes, and mobile homes. For more details, see table below.
- $200-$400 for Urinals – Vouchers are currently available for commercial, industrial, and institutional properties. For more details, see table below.
The amount of the voucher varies depending on the type property and the type of fixture being purchased. Listed below is a chart of the different fixture types and voucher amounts currently available for City of San Diego Water Customers:

HETs - High-Efficiency Toilets uses only 1.2 gpf or about 20% less than standard ULFTs. Some HET are called Dual-Flush-Toilets have two different flushing mechanisms - one for liquids and one for solid matter. |

Commercial High-Efficiency and Zero Water Urinals - save 66-100% water every time they are flushed. Pre-1989 urinals use 3 or more gpf compared to .5 gallon or less used by high-efficiency and/or zero water urinals. A zero water urinal typically saves about 40,000 gallons of water per year. |

Vouchers are available for all multi-family residential properties (including: apartments, condos, town homes, triplexes, duplexes, and mobile homes), all commercial, industrial, and institutional properties that receive water service from the City of San Diego. Note: Customers who pay the City of San Diego for sewer service only (i.e. Cal-Am) do not qualify.
Toilet vouchers are only available when replacing fixtures that use 3.5 or more gallons per flush (gpf).
Replacing a 1.6 gpf toilet (ULFT) with a HET does not qualify for a voucher.
New construction projects and bathroom additions do not qualify for a voucher.
Properties built after 1994 do not qualify for vouchers.
The supply of vouchers is limited, and is distributed on a first come, first served basis.
Toilet vouchers may be applied towards the cost of the toilet tank, bowl, and sales tax, up to the listed maximum amount per fixture.

Urinal vouchers may be applied towards the cost of the urinal and sales tax, up to the listed maximum amount per fixture.
Vouchers may not be used toward the purchase of additional equipment, such as flush valves or flush valve retrofit kits.
All voucher program participants are subject to an on-site installation verification.

Although all toilets currently available nationwide are 1.6 gpf or less, not all of the brands and models are eligible for a voucher. Instant Voucher
Call the Voucher Processing Center: While in the store, call (or have the sales associate call) 1-800-986-4538 (Monday-Saturday 8:00 a.m. to 5:00 p.m.) and request an "instant voucher." The Processing Center will gather information that facilitates program qualifying criteria and voucher issuance. Note: Certain properties may require additional information from the City of San Diego Water Department, so instant voucher(s) may not always be readily available.
If approved, the voucher is faxed to the store: Processing Center staff will fax the one-page voucher form and the most recent list of approved models to the store.
Purchase approved product: Use the "instant voucher" as a point-of-purchase discount (coupon) when you buy your fixture(s). Remember to sign the "instant voucher" form. Instant vouchers must be used at the designated dealer/location within three days of the issued date.
After you have purchased your toilet: Keep a copy of the "instant voucher" for your files and mail another copy to:

Mail Voucher
Call the Voucher Processing Center: Before you purchase your new fixture(s), call the Voucher Processing Center at 1-800-986-4538 (M-F, 8:00 a.m. to 5:00 p.m. and Sat. 8:00 a.m. to 3:00 p.m.) The Processing Center will gather information that facilitates program qualifying criteria and voucher issuance. Within one week of receipt of your request, subject to availability and previous program participation, we will mail a voucher to you.
Redeem the voucher incentive: Upon receipt, take the voucher to a participating dealer and present it for an instant discount at the time of purchase. Note: Vouchers expire 30 days after issuance. Upon receipt, please check the expiration date and purchase your new toilet before the voucher expires.
After you have purchased your toilet(s), mail a copy of the sales receipt and the pink copy of the voucher to the Voucher Processing Center. The Processing Center mailing address is listed on top of the voucher form (or see address below in the Contact Information section).
The ULFT Voucher Program is co-sponsored by the San Diego County Water Authority, its participating member agencies, and the Metropolitan Water District of Southern California.
