James E. T. Moncur, Ph.D.

James Moncur has been the Director of the Water Resources Research Center since 1999. He has been on the faculty at the University of Hawaii since 1969 and formerly served as the Chair of the Economics Department, the Graduate Chair and the Executive Director of the Hawaii Council of Economic Education. His research focuses are in the areas of water pricing and financing, the economic effects of water law and property rights in water, the economics of desalination, and the valuation of outdoor recreation. Additional focus areas are water demand estimation and forecasting, programming models for water resource system optimization, input-output water models and the economic analysis of tourism and recreation. Moncur received a B.A. in Economics from the University of Wyoming and a Ph.D. in Economics from Washington State University.
