The objectives of the Bicycle Advisory Committee (BAC) include advising the City Council on (1) issues related to the creation of the five-year Bicycle Strategic Implementation Plan as defined within section 7.4.4 of the Bicycle Master Plan, (2) issues related to bicycle policy, safety, and infrastructure, (3) policies to encourage the use of bicycle transportation for work commuting, and (4) how the City may improve coordination and communication between the community, other public agencies, and stakeholder groups on matters of bicycle policy. The BAC shall periodically report back to the full City Council, or one of its committees, with recommendations regarding the City's Bicycle Program. The BAC shall exist for such time as is necessary to complete the objectives for which it was created and thereafter dissolve. The board's members shall serve without compensation.
Those appointed to serve on the BAC are subject to confirmation by a majority vote of the City Council.
BAC members shall initially serve a term whereby those representing Council Districts one, three, five, seven, and nine will expire on July 1, 2015, while those representing Council Districts two, four, six, and eight will expire on July 1, 2016. Upon completion of this initial term and should the objectives of this committee remain incomplete, a committee member's term on the BAC shall be two years with a maximum of two consecutive terms.
The Bicycle Advisory Board shall be composed of eleven members, with two members appointed by the Mayor, and nine appointed by the Council President, one each from a list of two nominations submitted by each Councilmember to represent their district on the BAC.
