La Jolla business and community leaders have been hard at work on the formation of a new group to operate the Village?s Business Improvement District. Committees have recently been working on items such as selecting the name for the new group: the La Jolla Village Merchants Association, drafting bylaws, and formulating a draft budget.

The next step will be to hold an election to fill the new board of directors for the group. The group will be comprised of 15 directors with staggered terms. Nomination forms were recently mailed out to all business owners who operate a business in the Village within the boundaries of the Business Improvement District.

Nomination forms are due on Tuesday, January 25 at 5:00 pm. Please see the timeline below for more details on the formation of the new organization.

Organization Formation Timeline

January 13, 2011 - Mailer #2 - Self-Nomination Forms

January 25, 2011 - Nomination forms must be returned and RECEIVED by 5:00 p.m.

January 26-February 1, 2011 - Verify candidate eligibility; prepare election ballot & materials

February 1 - 7, 2011 ? Print & mail ballots to businesses paying the La Jolla BID assessment

February 16, 2011 - Ballots must be returned and RECEIVED by 5:00 p.m.

February 18, 2011 - Count ballots, La Jolla Rec Center, 9:00 a.m.

February 21, 2011 - Submit not-for-profit business betterment corporation application to IRS

February ? March - New board meets and elects officers and completes City BID paperwork

April - June - IRS expected to determine not-for-profit status

June - If approved by City, new organization enters into contract with City of San Diego to oversee BID expenditures.

July 1, 2011 - New fiscal year begins, City contract begins.

Please note: the Board of Directors needs to be elected by mid-February because the IRS requires directors to be in place at the time a not-for-profit application is submitted. The names of the directors are included with the application. The IRS review process can take up to four months.
