One Paseo Project
Kilroy Realty has proposed a mixed-use project, One Paseo, for a vacant site in Carmel Valley on the south side of Del Mar Heights Road between El Camino Real and High Bluff Drive. Several local Community Planning Groups and thousands of area residents expressed concern about the density, bulk and scale of the original project, as well as the re-zoning of the site and anticipated traffic impacts.
The first City Council hearing regarding One Paseo was held on February 23, 2015. Despite the Planning Groups concern and opposition, the Council approved the item by a vote of 7-2, with Sherri and Councilmember Emerald voting against the project.
As a result, opponents of the project used the referendum process and gathered sufficient signatures from San Diego citizens to force the Council to either overturn their previous approval of the One Paseo project or place the project on the ballot for voters to decide whether the project should be built.On May 21, 2015, the Council voted unanimously to rescind their previous approval of the project and asked the developer to work more closely with the community on a revised, downsized project.
In the summer and fall of 2015, Kilroy held several community meetings to work with the public on a revised project that reduces traffic, building heights, bulk and scale. Kilroy gave informational presentations on the revised project to the Carmel Valley Community Planning Group, the Del Mar Mesa Planning Board and the Torrey Hills Planning Group. Kilroys next steps are to present the revised project to the Carmel Valley Community Planning Group to seek their recommendation, followed by the Planning Commission, and eventually the City Council.
