Yesterday, the City Council rejected Mayor Filner's request for the City to pay his legal bills related to sexual harassment allegations. We also filed a cross-complaint that would require the Mayor to reimburse the City if it is found that he engaged in unlawful conduct and the City is held liable. Both votes of the Council were unanimous.

Today the City Council voted to add a third soccer field beneath the North Park water tower and extend SD Indoor Soccer's lease until 2027. This is a positive step that will increase use of this important facility and provide more recreational opportunities in District Three.

I'm proud of the Council's bipartisan vote to approve the Mayor's budget proposal today. The $2.75B budget is balanced and on time. We amended the proposal to add four hours at every branch library, fund a police officer retention program and a study that is a step toward rebuilding our sidewalks.

I read, "Balboa Park Central, Conservancy merging" in U-T San Diego. I'm encouraged by the steady progress the Balboa Park Conservancy is making. Created in 2010, this nonprofit organization is key to ensuring the park's magnificence for another 100 years of enjoyment by the people of San Diego.

Check out "A Path to Nowhere" from Voice of San Diego. It's insulting to install curb ramps to improve disabled access but not repair broken sidewalks. These ramps create paths to nowhere for San Diegans in wheelchairs. We have to find a better way to address this problem and it starts with funding an assessment of the City's sidewalk needs in next year's budget.

Scaffolding is going up as we begin to repaint our beloved Vermont Street Bridge. Sandblasting and painting will begin in a few days and continue through early July. I ask for everyone's patience as we polish this District Three jewel.

This morning the City Council led by Councilmember Marti Emerald voted unanimously to designate a part of El Cajon Boulevard as San Diego's Little Saigon District. This is a major step in a neighborhood revitalization strategy that will improve this portion of Mid City and that I predict will follow in the footsteps of District Three's very successful Little Italy community.

In advance of today's vote, I sent a letter to the Boy Scouts of America asking them to end the discrimination against gay scouts. Young men like Chance Kawar, highlighted in U-T San Diego’s article, should be allowed to participate in youth programs regardless of their orientation. Let's hope BSA makes the right call and embraces scouting for all.

I just checked out this KPBS story, "Public Review Set to Begin for San Diego Trolley Extension Project." This is another step toward linking the Trolley to UCSD, the VA hospital and UTC. As Chair of SANDAG's Transportation Committee, I'm excited that San Diego is taking action to expand light rail service to more parts of our region.

I stopped by the City's Fire Training Facility today to observe our fire academy in action and to meet some of our future firefighters. After not having academies for awhile due to budget cuts, it's great to be doing this important work again. This is proof that the City's finances are improving and that public safety remains our top priority.

Congratulations Minnesota on becoming the twelfth state to legalize same sex marriage! It is the third state in two weeks to recognize marriage equality, and the sixth in six months. Here's hoping for more progress on this civil rights issue in the coming weeks - I'm looking at you U.S. Supreme Court.

Today was a good day for cutting red tape at City Hall. The City Council voted unanimously to allow restaurants to have sidewalk cafes and for breweries to expand in industrial zones. These are common sense reforms that will create jobs and encourage businesses to stay and grow in San Diego. I’m proud of our Council for taking action and delivering results for our constituents.

Today the SANDAG Transportation Committee that I chair voted unanimously to fully fund the I-15 Mid-City bus rapid transit stations, also known as the Centerline. This puts us on track to break ground next year on this project that will improve public transit and access to jobs for the people of Mid-City.
