  It is the City of San Diego's policy to encourage greater availability, capacity development, and contract participation by Small Local Business Enterprises in City contracts.

• Disadvantaged Business Enterprise Program
  Disadvantaged Business Enterprise Certification is a partner in the Unified Certification Program which increases firms' visibility in the contracting arena.
• Small Business Administration Program
  The mission of the Small Business Administration is to aid, counsel, assist and protect the interests of small business by providing financial, contractual and business development assistance and advocating on their behalf within the government.
