Independent Budget Analyst (IBA)
Saba Fadhil joined the Office of the Independent Budget Analyst (IBA) in September 2020 as a Budget & Research Analyst. Before joining the IBA, Saba worked for a year at the District of Columbia-Office of Budget & Planning in Washington, DC as an operating budget analyst. There she managed a portfolio of agencies budget formulation, budget narrative, monitoring budget expenditures, grant management, and funds movement. In addition, she worked for six years at the City of San Diego in which she served in different capacities. Prior to leaving the City, she worked at the Transportation and Storm Water Department as an assistant management analyst, where she among other things, assisted with budget preparations, projecting personnel expenses, and monitored revenues.
Saba has a bachelor’s degree in International Studies Sociology from the University of California San Diego, and she is in the process of obtaining her Master degree in Business Administration from George Mason University.
