Maya Rosas is the Director of Transformative Policy and Deputy Chief of Staff for Council President Sean Elo-Rivera. She oversees the Office’s review of policies and other items that are reviewed by the City Council as well as directs the development of new policies that the Council President brings forward, such as the “No Fault” Eviction Moratorium passed in April 2021. She also works closely with the Director of Community Empowerment to ensure the seamless flow of feedback and education between the District 9 community and the policy work of the Office. 

Maya is passionate about ensuring the dignity and needs are met for all San Diegans through local actions that can transform people’s lives, like access to affordable, quality housing. She most recently worked as a transportation and housing advocate for a local non-profit, where she pursued improvements for San Diego’s transit, bicycle, and pedestrian network as well as policies to increase housing production in the region. She also has experience in the private sector as a land use consultant where she learned the ins-and-outs of the development process in San Diego. Prior to her work in Council President Elo-Rivera’s office, she helped grow and shape the local Yes In My Backyard movement to reflect the needs of San Diegans experiencing or at risk of experiencing housing instability and have their voices heard by decision makers. 

Maya received her Masters in City Planning from San Diego State University and her Bachelors in Anthropology and Spanish from Pitzer College. She was fortunate to receive a Fulbright Fellowship to Mexico in 2010 and was honored as a Woman of the District by Senate President Pro Tem Toni Atkins in 2019. She lives in San Diego with her spouse and two cats.
