Heidi Palmer is the Director of Office Administration and Scheduler for Council President Sean Elo-Rivera. In this capacity she provides administrative support to the Council President, his Chief of Staff, and service to residents as a community representative. She also coordinates with our team to ensure that whether we are in meetings or out in the community, we are ready to serve our constituency.

Heidi has a passion for serving others as she comes from an immigrant family originating in Guatemala who taught her that service above all else is the best way to share your light and love with others. Growing up in Ventura County which is rich in agriculture and therefore a large Latinx farming community showed Heidi the value of hard work, dedication, and that all people deserve to be respected and treated well. She attended Ventura College, then City College when she moved to San Diego in 2013 majoring in Political Science. She joined the City in 2014 as the Director of Office Administration for the District 5 Office and 8 years later is serving the community she lives in, City Heights, where she resides with her partner, Michael, and their dog Emma. She enjoys volunteering at community based organizations, supporting small businesses, and traveling the world not only by plane, but through connecting with the rich and diverse community of District 9.
