Jon Terwilliger is a Program Coordinator in the Performance & Analytics Department. His focus includes the City of San Diego’s citywide engagement and process improvement strategic efforts.
Prior to coming to the City of San Diego, Jon held policy, project, and operational management roles for over 15 years in the cities of Del Mar, Beverly Hills, and Santa Clarita, and the University of California. As a member of the City of Del Mar’s executive team, he oversaw numerous citywide initiatives. While with the City of Beverly Hills, Jon developed and implemented a citywide Customer Service Standards, Training & Assessment program; developed and implemented numerous customer E-tools; served as an instructor for the City’s Management Academy; and was recognized as the 2012 City Employee of the Year.
Jon earned his undergraduate degree in Organizational Studies and a minor in American Studies from the University of California, Davis. He also graduated magna cum laude from California State University, Northridge with a Master’s degree in Public Administration. He also holds a graduate certification from the University of California, Los Angeles in Training & Facilitation.
Jon is an active member of the Municipal Management Association of Southern California (MMASC), the International City/County Management Association (ICMA), and the UC Davis Alumni Association. He is a former collegiate swimmer, has completed numerous marathons, and is an avid sports fan.
