Performance Management

The City's performance management efforts integrate strategic planning and performance monitoring efforts with the budget decision-making process. The goal is to create a more strategically oriented organization that optimizes its operations to serve the City's residents in the most effective and efficient way possible. The City's performance management efforts are designed to infuse accountability for performance into City services at every level of the organization, as well as improve communication throughout the City, instill accountability, and support data-based decision-making. The City's performance management efforts have been recognized internationally.

City Strategic Plan

The PDF icon City Strategic Plan is a vital component of the City's performance management efforts. It defines the City's mission, vision, goals, objectives, and key performance metrics.


PerformSD is the City of San Diego’s first performance dashboard which was released in July 2016. The dashboard tracks the City’s Key Performance Indicators (KPIs) and other information. Data about how the City performs is visualized through charts, graphs, and other infographics to tell a story. As a resident, you deserve to know at a glance whether your city is meeting the goals that drive it to improve services.

PerformSD is organized around the City’s Strategic Plan, KPIs in the City’s proposed and adopted budgets, individual department goals, and inquiries from the public and decision-makers. These indicators cover a variety of areas, including recreation and culture, public safety, infrastructure, sustainability, transportation and mobility, economy and finance, civic engagement, communication and customer service.
