PRJ-1102562 – 4970 Market St., Chollas Creek Apartments, parcel 7 (Process 5) Easement vacations for slope, storm drain, and flowage, NE corner will be 600-700 SF of children’s play area options. Soft play area, water play area, wooden boat-type structure. More focused amenity for the toddlers and families. Talked to landscape architect, there is not a safe space for a basketball court. Affordable units on site vs. off site. Plan to do three inclusionary items on site. Dolvin: Easements: Removal of three easements. (1) storm drain easements. This will be relocated and infrastructure updated, concrete, realigned for cleaning, etc. (2) slope easement to be vacated, which should have been removed. If not, it is placed on the property owner. It serves no purpose. (3) Flowage easement. When Walgreens and adjacent property was completed, there was a flowage easement to complete work. It was removed from Walgreens but not the remaining lot. Because the parcel was not part of the development, it was not removed from the property. It doesn’t serve any purpose and is a constraint for the owner to proceed. Brian: (1) what is on the other side of 4970 Market Street? Bus Yard. (2) who was the previous developer? Unknown. Leslie: (1) Writerz Blok artwork: not in the plan. (2) Leslie suggested a spray lot. (3) Parking lot made with reflective material vs. black asphalt. Canopy trees will be on the property. Open to a spray lot on the tot lot. (4) Chollas Creek Park. (did a project in Vista Village, was homeless encampment, gangs, etc. Eyes and people on/in the park and became a community asset. Rob Campbell: Thanked for inclusive housing. Asked if they not be located next to one another if possible. Likely dispersed, one of each bedroom type (1, 2, 3). 24-36 inch box trees, LandLabs is the landscaper. Children’s play area. Mix of items 1 and 2. Slide and swing, under a canopy. Maybe put the kids near the BBQ area and adult area on the northeast part. (Broke ground on Jamba Juice at Euclid and Naranja.) Marry thanked them for hearing what we suggested and incorporating our suggestions into the plan. Leslie: Number of parking spots? Sheila: 111 spots mentioned at last meeting. Controlled access gate.
