Old Town/Midway Community Plan Updates

The City of San Diego is in the process of comprehensively updating the Old Town San Diego and Midway/Pacific Highway Corridor community plans. The purpose of a community plan is to provide land use designations and policies that will help guide future development in the community. The current community plans for Old Town San Diego and Midway/Pacific Highway Corridor were adopted in 1987 and 1991, respectively. Updating these community plans will ensure that current conditions are reflected and that they guide future development in a way that meets the goals of the city and community. While both community plans are being updated together, they will remain separate community plans.

Plan Updates Status as of January 2017

Work is being done to fine-tune and finalize the draft Old Town and Midway-Pacific Highway Community Plans based on input received from the Community Plan Update Advisory Committees, Community Planning Groups, the City's Planning Commission, and other stakeholders. The Environmental Impact Report preparation process was initiated in November 2015 and is ongoing.

Old Town San Diego Community Plan Update Discussion Draft September 2015

A discussion draft of the Old Town San Diego Community Plan Update is now available for public review, discussion and input. The discussion draft is a work-in-progress and serves as a first draft to allow the Old Town Community, the public, and the City's Planning Commission to provide comment on the development of the draft plan update This discussion draft is based on community input to provide clear goals, policy direction and photo illustrations to ensure that future development is consistent with the character and architectural styles of Old Town. The draft community plan incorporates the architectural guidelines from the existing Community Plan and Architectural and Site Design Standards & Criteria.

The Planning Department met with the Old Town San Diego Community Planning Group monthly to review the draft and solicit feedback from October 2015 through March 2016. Based on this feedback, a revised draft is being prepared, along with Old Town Planned District Ordinance.

Old Town Land Use and Urban Design Elements Review

City staff met with the Old Town Community Planning Group on Nov. 17, 2015, to review and solicit input on the Land Use and Urban Design Elements of the draft Old Town Community Plan. Staff provided a presentation on the Elements, which included draft concepts for the location and design of gateway features within Old Town and available presentation techniques for gateway feature designs. Additional input from community members on the draft gateway feature concepts and available presentation techniques would be appreciated. Midway-Pacific Highway Community Plan Update Draft

The Nov. 8, 2013, Midway Pacific Highway Community Plan “Discussion Draft ” will be a discussion topic at upcoming Community Plan Update Advisory Committee Meetings, so that committee members and the public can provide initial feedback as part of the draft process.
