San Ysidro Community Plan Update

The Draft Programmatic Environmental Impact Review for the San Ysidro Community Plan update is out for Public Review!  May drafts of the San Ysidro Community Plan and San Ysidro Historic Village Specific Plan are available below.  

The City of San Diego is updating the San Ysidro Community Plan – one of over 40 such plans in the City – through an in-depth, community-based planning process. Part of the City’s General Plan, the San Ysidro Community Plan is a long-range, physical development guide that includes tailored policies for implementing the General Plan in the community. A comprehensive community plan update started in San Ysidro in June 2010. The update aims to reflect current conditions, improve mobility, including the pedestrian environment, and address quality of life issues. The work program includes a rezoning program, a Specific Plan, and an update to the facilities financing plan now referred to as an Impact Fee Study.

The plan update identifies new park and public space opportunities, and establishes village areas, The community plan also identifies improvements to existing mobility infrastructure to increase bicycle, pedestrian and transit use. Design guidelines are being developed to address building height, scale transitions and buffers between existing and new development where necessary context-sensitive design and wayfinding.

The community plan efforts focus on spurring revitalization around the Beyer Boulevard Trolley Station, the old town area of San Ysidro Boulevard, the Border Village commercial area and the Port of Entry District with the San Ysidro Intermodal Transportation Study. The implementation of the San Ysidro Historic Village Specific Plan aims to reinvest and stimulate transit-oriented development echoed in the General Plan and Community Plan. It will provide potential CEQA streamlining, create more development certainty, and provide enhancements that result in a unique Village identity and improved transit focus.
