dkt19990202 Agenda No.717 Meeting of February 2, 1999 REDEVELOPMENT AGENCY OF THE CITY OF SAN DIEGO CALIFORNIA AGENDA FOR: REDEVELOPMENT AGENCY MEETING TUESDAY, FEBRUARY 2, 1999, AT 10:00 A.M. Council Chambers 202 C Street, 12th Floor Roll Call PUBLIC COMMENT: Members of the public may address the Agency on items of interest within the Agency's jurisdiction that have not previously been before the Agency. Comments relating to items on today's agenda are to be taken at the time the item is hear. Requests to speak should be submitted in writing to the Chair or City Clerk at the time of the meeting. Pursuant to the Brown Act, no discussion or action shall be taken by the Agency. ADOPTION 1. Amendment to the Redevelopment Agency Fiscal Year 1998 Budget. (RA 99-69) Amend the Fiscal Year 1998-1999 Redevelopment Agency Budget for the San Ysidro, Barrio Logan and College Community Project Areas. See Redevelopment Agency report dated November 20, 1998. 2. Third Amendment to Agreement for Legal Services with Kane, Ballmer & Berkman, Special Counsel, for the Redevelopment Agency. (RA 99-87) Approving the Third Amendment to Agreement for Legal Services with Kane, Ballmer & Berkman, Special Counsel, to authorize the additional expenditure of an amount not to exceed $325,000 thereby increasing the total contract amount to $1,340,000 for legal services for the Redevelopment Agency. See Redevelopment Agency report no. RA 99-1, dated December 22, 1998. 3. Request to Bid Construction Improvement for the Lind Site (A1 & A2). Meeting February 2, 1999 ADOPTION 2 (RA 99-80) Item A. Approving the construction of certain off-site improvements on India & Cedar Streets for the Lind Site (A1 & A2); and Item B. Making certain findings with respect to the payments; and Item C. Authorizing CCDC to bid and construct said improvements. See Centre City Development Corporation report dated January 12, 1999. At the January 15, 1999, the Corporation Board unanimously recommend that the Agency approve the proposed project. Council Companion Item No. 333. 4. Request to Bid Construction Improvements for Third and Fourth Avenues and “J” Street- Prowswood Project. (RA 99-81) Item A. Approving the construction of certain off-site improvements on Third and Fourth Avenues and “J” Street; and Item B. Making certain findings with respect to the payments; and Item C. Authorizing CCDC to bid and construct said improvements. See Centre City Development Corporation staff report dated January 13, 1999. The Centre City Development Corporation Board at its January 15, 1999, the Corporation Board unanimously recommended that the Agency approve the proposed project. Council Companion Item No. 334. 5. Agreement for Environmental Consulting Services with Kleinfelder. (RA 99-83) Approving an agreement with Kleinfelder for an amount not to exceed $20,000 for the joint closure of the Marina Hydrocarbon Plume. See Centre City Development Corporation staff report dated January 12, 1999. The Centre City Development Corporation Board at its January 15, 1999 meeting unanimously recommended that the Agency approve the proposed project. Companion Item no. 6, The Sixth Amendment to Remediation Agreement & Seventh Amendment to Trust Agreement- Marina Hydrcarbon Plume. 6. Sixth Amendment to Remediation Agreement & Seventh Amendment to the Trust Agreement Meeting February 2, 1999 ADOPTION 3 for the Marina Hydrocarbon Plume. (RA 99-84) Approving the Sixth Amendment to the Remediation Agreement and Seventh Amendment to the Trust Agreement for the Marina Hydrocarbon Plume in the amount of $20,000. See Centre City Development Corporation report dated January 12, 1999. At the January 15, 1999 meeting, the Corporation Board unanimously recommend that the Agency approve the proposed project. Companion Item No. 5, The Keinfelder Agreement. 7. Corporation Administrative Budget Amendment. (RA 99-82) Amending the Fiscal Year 1998-99 Corporation budget adding two positions and increasing the Administrative Budget a total of $35,000. See Centre City Development Corporation staff report dated January 13, 1999. The Centre City Development Corporation Board unanimously approved this item at the January 15, 1999 meeting. PUBLIC HEARING 8. Public Hearing for Review of the Basic Concept/Schematic Drawings and Exceptions for Marina Development Permit No. 98-0359- INTRACORP. (RA 99-85) Certifying the information contained in the Master Environmental Impact Report and the Environmental Impact Secondary Study prepared for the subject actions. (RA 99-86) Approve Marina Development Permit 98-0359, subject to the conditions of approval in the draft permit attached as Exhibit C and as shown in the Concept/Schematic Drawings shown in Exhibit B- for the 235 Market Street project (Intracorp). See Centre City Development Corporation report dated January 15, 1999. On January 6, 1999, the Project Area Committee review the project and unanimously recommended approval of the project. On January 15, 1999, the Corporation Board considered the project along with a request to provide a funding for public art on the Third Avenue building wall. After the consideration of the required findings for approval, the Board voted 4-3 to recommend to the Agency approval of the Development Permit and Exceptions for the project, with the request for the funding of the public art being returned to staff for further evaluation.
