Thank you for submitting your complaint form with the Citizens’ Review Board on Police Practices (CRB)! Your complaint is ready to go through the intake process. Your complaint will now be forwarded to the San Diego Police Department’s Internal Affairs Unit (IA) where a decision will be made as to whether it will be a Category I or Category II case. The Internal Affairs Unit will make one of the following decisions:

Investigation Process

Investigation

When a complaint is received by the Community Review Board, it is forwarded to the San Diego Police Department Internal Affairs Department (IA) where it is reviewed, categorized and assigned for investigation.

Category II Complaints

In Category II Complaints the assigned investigator will contact the complainant to schedule a formal interview. An uninvolved support person may accompany the complainant to the interview. The investigator will then gather as much information as possible through Police Department records, interviews of civilian witnesses, police officers involved and any other sources available. Before a final determination is made by the investigator, the case is thoroughly reviewed by the investigators' supervisor and the Internal Affairs Unit.

Category I Complaints

In Category I Complaints, the assigned investigator will contact the complainant to schedule a formal interview. An uninvolved support person may accompany the complainant to the interview. The investigator will then gather as much information as possible through Police Department records, interviews of civilian witnesses, police officers involved and any other sources available. Before a final determination is made by the investigator, the case is thoroughly reviewed by the investigators' supervisor in the Internal Affairs Unit.

Filing a Complaint or Commendation

Any person who is dissatisfied with police services or believes he/she has witnessed or been the subject of police misconduct may file a complaint. The complaint process is intended as an avenue for citizens to file legitimate complaints. It is not the intent of the City of San Diego that the complaint process be used to lodge false or harassing complaints against officers who are engaged in legitimate actions while on duty.
