The City of San Diego is committed to administering public contracts fairly and equitably through its Equal Opportunity Contracting (EOC) Program, in accordance with applicable state and federal laws and guidelines. The program is designed to ensure that all businesses have equal opportunities to compete for City contracts, regardless of race, gender, or any other characteristic protected by law.

Business Diversity Annual Report

Provides an annual overview by fiscal year of the City's contracting diversity performance, including participation trends, utilization of diverse and small businesses, and progress toward equal opportunity contracting goals. Useful for understanding how City contracting dollars are distributed across business communities and measuring year-over-year program outcomes. 

EOC Program Statistical Data

Construction

Summarizes construction contracts awarded by the City during each fiscal year, including contract award activity and participation data. Useful for contractors, researchers, and stakeholders seeking insight into construction procurement trends and opportunities within City-funded projects. 

Architectural & Engineering Professional Services

Provides annual summaries of architectural and engineering (A&E) professional service contracts awarded by the City during each fiscal year. These reports help firms, consultants, and industry stakeholders evaluate contracting activity, participation levels, and trends within the professional services sector. 

Contract Awards to SLBE-ELBE Firms

Highlights contracts awarded to Small Local Business Enterprises (SLBE) and Emerging Local Business Enterprises (ELBE) each fiscal year. Useful for reviewing the City's support of small and local businesses and assessing the effectiveness of programs designed to increase participation in public contracting opportunities.
