The Lobbyist Registration Form and Quarterly Disclosure Reports must be filed with the City Clerk.

In order to be considered a registered lobbying entity for the calendar year, you must register by January 15 (or no later than 10 days after qualifying as a lobbying firm or organization lobbyist), via the City Clerk’s Electronic Filing System, eFile-SD. Please note, all active Lobbyist Registration automatically expires every following calendar year on January 5.

First, establish your electronic filing account, please complete the following form:

Once the Clerk has created your electronic filing account, you may access it here:

• Login to eFile-SD (to complete Lobbying registration and disclosure reports)

Lobbyist Registration Fees (eff. July 1, 2022) if qualified between January 1-September 30

• Lobbying Firms: $191.94 per owner, officer and/or employee identified on lobbyist registration form

         Client: $40.23 per client identified on lobbyist registration form

• Organizational Lobbyist: $191.94 for registration
• Expenditure Lobbyist: Registration is not required

Lobbyist Registration Fees (eff. July 1, 2022) if qualified between October 1-December 31

• Lobbying Firms: $69.33 per owner, officer and/or employee identified on lobbyist registration form

         Client: $20.28 per client identified on lobbyist registration form

• Organizational Lobbyist: $69.33 for registration
• Expenditure Lobbyist: Registration is not required

Quartely Disclosure Filing Schedule

According to San Diego Municipal Code §27.4015, Lobbying firms and Organization lobbyists shall file quarterly disclosure reports for every calendar quarter during which they retain their status as a lobbying firm or organization lobbyist. Please refer to the Quarterly Disclosure Schedule below:
