The Clairemont Mesa community, encompassing approximately 13.3 square miles, lies south of State Route 52, west of Interstate 805, north of the Linda Vista community, and east of Interstate 5.
Clairemont Mesa is one of the first post-World War II suburban developments in the City of San Diego, with many of its homes built in the 1950s and 1960s. The area is largely defined by its prominent topography. Developed areas of Clairemont Mesa sit primarily atop mesas punctuated by several major canyon systems, with San Clemente Canyon to the north and Tecolote Canyon weaving through the center of the community. Many of the neighborhoods in the western portion of the community enjoy views of Mission Bay and the Pacific Ocean.
Several significant commercial centers serve Clairemont Mesa and are located at the intersections of major transportation corridors, such as Clairemont Drive and Clairemont Mesa Boulevard, as well as Balboa Avenue and Genesee Ave. Smaller pockets of commercial development are interspersed throughout the community and along Morena Boulevard.
Transit service currently consists of a number of local and express bus lines, however, the Metropolitan Transit Development Board (MTDB) is in the process of improving future service to the Mid-Coast corridor.
Morena Corridor Specific Plan Process
Building Upon and Implementing the Recommendations of the Morena Boulevard Station Area Planning Study
In 2013-14, the City conducted a planning study - the Morena Boulevard Station Area Planning Study - that evaluated and provided recommendations for the areas adjacent to the Mid-Coast trolley stations at Tecolote Road and Clairemont Drive within the Clairemont Mesa and Linda Vista community planning areas. The Planning Study was the first phase in a process to plan for future changes along the Morena Corridor. The purpose of the Planning Study was to address the future form of development in light of the introduction of the Mid-Coast Light Rail Transit (LRT) Trolley extension. In addition to land use and urban design recommendations, the study also focused on mobility improvements throughout the area for bicyclists, pedestrians, vehicles, and transit users.
The Morena Corridor Specific Plan will build upon the technical analysis and recommendations prepared and extensive public input received from the study. The specific plan will provide policies and recommendations that address land use, mobility, and urban design to enhance the corridor.
The outreach process will use online and in-person forums to disseminate project information, collect input, and maintain consistent communication. Throughout the process, an open conversation will be maintained to address concerns, reflect community needs and values, and build support for the specific plan.
What will the proposed Morena Corridor Specific address?
A specific plan will guide new development and reinvestment in the area.
The Morena Corridor Specific Plan will establish a vision for the corridor. The specific plan will build upon the technical analysis and recommendations prepared and extensive public input received from the study. The Plan will include:
- land use, mobility, and urban design policies;
- urban design guidelines;
- supplemental development regulations; and
- mobility improvement recommendations.
The specific plan will maintain the Clairemont Mesa Height Limit Overlay Zone.
The specific plan process will occur over a 22-month period and will be completed in four phases:
Establishing the Context (spring-summer 2015):
- Review of the existing conditions analysis conducted as part of the planning study.
- Refinement of issues and opportunities identified by the community through the planning study.
- A vision statement, goals, and objectives for the corridor
- Preparation of a series of land use plan alternatives.
- Outline structure of the Specific Plan.
Preparing the Plan Framework (fall 2015):
- Refinement of land use concepts and preparation of visual simulations
- Identify a preferred land use and mobility plan including community design strategies.
- Environmental scoping meeting
Drafting the Documents (2016):
- Draft Specific Plan to include land uses, mobility recommendations, public infrastructure improvements, supplemental zoning, design guidelines, and an implementation strategy.
- Programmatic Environmental Impact Report
- Draft amendments to the Clairemont Mesa and Linda Vista community plans and Facilities Financing Plans .

The success of the specific plan process involves consistent engagement of the community. Specific objectives for outreach include:
- Provide multiple venues for participation.
- Solicit input, ideas and feedback.
- Share process information
- Report to the community planning group on decisions made at key stages of the planning process.
- Engage the diversity of people, perspectives, and priorities in the Clairemont and Linda Vista communities.

The Morena Boulevard Station Area Planning Study proposed land use and mobility changes adjacent to the Mid-Coast trolley stations at Tecolote Road and Clairemont Drive within the Clairemont Mesa and Linda Vista community planning areas. The Study contains the following recommendations that are being carried forward through the Morena Corridor Specific Plan process:
- Maintain the existing Clairemont Mesa Height Limit Overlay Zone as outlined in the community plan and in Municipal Code Chapter 13, Article 2, Division 13.
- Re-evaluate recommended residential densities in light of community concerns related to traffic and view shed impacts associated with new development.
- Maintain parking along the west side of Morena Boulevard (between Napier Street and Littlefield Street), until a more permanent parking solution is identified that ensures reasonable availability of parking for businesses along the corridor.
