Coastal Resilience Master Plan
The City received grant funding from the National Fish and Wildlife Foundation and the California State Coastal Conservancy to develop a Coastal Resilience Master Plan. The Coastal Resilience Master Plan is an implementation action of Climate Resilient SD.
The plan will identify nature-based solutions for locations along San Diego's coast to improve the resilience of our communities to sea level rise while also benefiting wildlife, habitat and natural coastal resources.
The plan will include the development of concept-level designs for six locations along San Diego's coast, a pilot project technical studies and completion of a California Environmental Quality Act (CEQA) environmental analysis. Throughout plan development, the City will engage with stakeholders and community members through a stakeholder advisory committee, pop-up engagement events, and community workshops and webinars.
What are nature-based solutions?
Nature-based solutions are projects or approaches that mimic or are designed after natural ecosystems and processes. These types of projects, such as restoring wetlands or installing green roofs, provide social, economic and environmental benefits.
Project Surveys
The City Planning Department is currently seeking feedback on the draft conceptual designs for each of the project sites within the Coastal Resilience Master Plan. There are individual surveys for each of the project sites as well as the “All Sites” survey that includes all project sites. Click the blue buttons below to take the survey.
Community Workshops
The City will hold two community workshops to share about the project purpose, planning process, and seek feedback from the community on the draft project designs for each of the sites. Workshops will be held in person. Feedback from community members will help inform the project designs.
Workshop 1: This workshop will focus on the Sunset Cliffs and Ocean Beach project sites.

Draft Environment Impact Report
The City of San Diego hosted a virtual Scoping Meeting on May 24, 2023 to discuss the environmental review process for the Coastal Resilience Master Plan.
