Harbor Drive Trunk Sewer

Project Background

This project will replace and upsize more than 4,000 linear feet of trunk sewer main along Harbor Drive from Beardsley Street to Park Boulevard, Park Boulevard from Harbor Drive to Imperial Avenue, and Imperial Avenue from Park Boulevard to 12th Avenue. The new, larger main will provide increased capacity, improved structural integrity and renewed infrastructure for the area to support additional and projected sewage flows.

Anticipated Schedule & Projected Budget

Oct. 15, 2026

Due to significant deficiencies discovered in some of the recently installed segments of sewer main as part of the Harbor Drive Trunk Sewer project, the City is requiring that the contractor return to the site immediately and conduct repairs. The issues were located while City staff were reviewing investigative footage from inside the pipes. This footage revealed six locations under Imperial Avenue and Trevor Hoffman Way that need immediate corrections. The contractor is expected to return to the site as soon as Friday, Oct. 16, to begin underground repairs. These repairs will be completed at no additional cost to the City, as the project has not been formally accepted and closed. 

Access to all residences and businesses will be maintained throughout this work, but there will be around-the-clock traffic and parking impacts. Traffic control will be set up along Imperial Avenue from 13th Street to Trevor Hoffman Way, impacting the eastbound lanes, and along Trevor Hoffman Way from Imperial Avenue to the railroad tracks, impacting the northbound lanes. While these lanes are closed, the westbound lanes of Imperial Avenue and the southbound lanes of Trevor Hoffman Way will be used to maintain one lane of traffic in each direction. Please plan accordingly when traveling through or visiting this area. Traffic along Harbor Drive and MTS operations from both their 12th and Imperial hub for both the trolley and buses will not be impacted. 

Work is scheduled to take place Monday through Saturday, from 7 a.m. to 5:30 p.m. Should the contractor fall behind on the current construction timeline, working hours may be extended and/or night or Sunday work may be added. These repairs are expected to be completed in March 2027.

Aug. 27, 2026

As of Aug. 27, 2026, all underground work has been completed and Harbor Drive has fully reopened. Construction crews may be seen in the project area over the next few weeks to monitor the upgraded system and make minor surface improvements as needed, but no additional traffic disruptions or major underground work are expected as part of this project.
