The People’s Business – April 26, 2022

Councilmembers hold only two committee meetings this week, but their agendas hold some weighty items.  PS & LN will consider Rec Center Fund budgets for the coming fiscal year and operating procedures for the Commission on Police Practices.  Meanwhile AT & I will approve a list of projects to be funded by the Road Maintenance and Rehabilitation Account Funds.

PalomarItem 1 – Authorization to Enter into a Five-Year Agreement with Palomar Health for Medical Evidentiary Examinations – The San Diego Police Department contracts for consultant services for medical evidentiary examinations, also known as forensic medical exams who specialize in adult exams, as well as child sexual abuse exams.  This item would approve a Resolution authorizing the Mayor, or his designee, to execute, for and on behalf of the City, a five-year agreement with Palomar Health for consultant services for medical evidentiary examinations and other related services, including evidence processing and court testimony for adults and children.


 


Item 2 - A Resolution of the Council of the City of San Diego Approving Amended Interim Standard Operating Procedures for the Commission on Police Practices in Accordance with San Diego Charter Section 41.2 – This item would direct the City’s management team for labor relations to engage in the meet and confer process regarding proposed amended Interim Standard Operating Procedures, as required by the Meyer-Milias-Brown Act, and then return to the City Council for final determination of the procedures.


 


PlaygroundItem 3 - Fiscal Year 2023 Recreation Center Fund Budgets – This item seeks City Council approval of the Fiscal Year 2023 proposed budget for Recreation Center Funds which allow for additional recreation programs, maintenance, and events to take place.  The Parks and Recreation Department has 60 Recreation Center Funds, one for each of the 59 recreation centers and one for Therapeutic Recreation Services.

Item 4 - Graffiti Abatement Program Update – This is an informational item to provide the members of the Public Safety and Livable Neighborhood Committee a general overview and updates of the Transportation Department’s Graffiti Abatement Program.

Cal TransItem 1 - Master Administering Agency-State Agreement for State-funded projects with the California Department of Transportation (Caltrans) – Most grant programs funded by State funds are reimbursable programs. In addition to the Master Agreement, project specific Program Supplement Agreements must be in place before invoices for payment can be processed to pay funds to the local agency.  This action will authorize the Mayor to execute a Master Administering Agency-State Agreement for State-funded projects with the Caltrans.


 


Item 2 - Award a Consultant Agreement, Contract #H2125775, to Rick Engineering to provide professional engineering services for the Maple Canyon Storm Drain Upgrade – This item is to request City Council approval to award a design consultant contract in the amount of $745,532.00 with Rick Engineering for a total agreement not to exceed $1,000,000.00, for professional engineering services to provide an alternatives analysis for the Maple Canyon Storm Drain Upgrade Project.

Item 3 - Approve project list to be funded by the Fiscal Year 2023 Road Maintenance and Rehabilitation Account (RMRA) Funds – This item would authorize the list of Fiscal Year 2023 projects to be funded by the Road Maintenance and Rehabilitation Account.  It would also declare that the approval of the FY 2023 RMRA project list is categorically exempt from the California Environmental Quality Act.


 


 


 


Shared MobilityItem 4 - Amendments to the City’s Municipal Code for Shared Mobility Device (SMD) Regulations – Since permitting started in July 2019 for Shared Mobility Devices, the City has been analyzing ridership data, collecting resident and operator feedback, enhancing operations based on internal feedback from impacted departments, and enforcing violations to the Ordinance and the Vehicle Code. In efforts to continue to improve the SMD program and operations in the City, several amendments to the Ordinance are proposed.


 


Item 5 - Informational Update Regarding the Infrastructure Investment and Jobs Act implementation efforts – This is an informational item to provide an update from Government Affairs on the implementation of the Infrastructure Investment and Jobs Act.

Item 6 - Fiscal Year 2022 Mid-Year State of the Capital Improvements Program (CIP) Report - The report provides an overview of the City CIP, highlighting major programs, emergency projects, process improvements, recommendations, and accomplishments.
