That means the holidays, World Cup Finals and the final City Council Meetings of the year are just around the corner.  Councilmembers will consider the Mira Mesa Community Plan Update and Amendments related to qualifications for San Diego Housing Commission Board Members.

housing-commission_logoItem 200 - Amendments to the San Diego Municipal Code Related to San Diego Housing Commission Board Commissioner Minimum Qualifications - Approve an Ordinance amending San Diego Municipal Code Section 98.0301(f) to require members appointed to serve on the San Diego Housing Commission Board of Commissioners, excluding tenant Commissioners pursuant to Section 98.0301(f)(1), to have at least 5 years of experience in the areas of real estate finance, affordable housing, homelessness, workforce development, healthcare, nonprofit, education or community-based organizations


 


 


Item 201 - Authorization for the Retention of Nixon Peabody LLP as Outside Loan Counsel – The City of San Diego issued a Request for Proposal for as-needed outside counsel services related to various loans it routinely enters into to support capital projects of its Water Utility, Sewer Utility, Stormwater System, as well as general financing matters that periodically arise. The resulting contract is for a term of 5 years for an amount not to exceed $250,000.


 


Item 202 - Authorize the City to Accept Additional Federal Emergency Rental Assistance (ERA) Funds Allocated by the U.S. Department of the Treasury and Expend These Funds to Repay the State of California’s Rental Assistance (SRA) Cash Flow Loan Program Award to the City for the Housing Stability Assistance Program (HSAP) Managed by the Housing Commission – The City’s COVID-19 Housing Stability Assistance Program, managed by the San Diego Housing, helped to pay rent and utilities for household with low income in the City of San Diego that experience financial hardship due to the COVID-19 pandemic. The U.S. Department of the Treasury has allocated an additional $752,729.62 of federal Emergency Rental Assistance funds which were directly awarded to the City of San Diego. The City is requesting approval to use these funds to repay a portion of the State of California’s Rental Assistance Cash Flow Loan Fund Program balance pursuant to California State Senate Bill 115, contingent on the U.S. Department of the Treasury authorizing the use of ERA funds for this purpose.


 


 


CatalystItem 203 - Resolution to Authorize Nonprofit Agreement with Catalyst of San Diego & Imperial Counties to Administer the California Creative Corps Program Called “Far South/Border North: Artists and Cultural Practitioners in Community” – Catalyst of San Diego & Imperial Counties wwould support the grant-funded program's implementation for artists and cultural practitioners to help create content to increase local awareness of public health, civic engagement, climate and conservation, and social justice within Imperial and San Diego counties.


 


 


Mira Mesa Community PlanItem 204 - Mira Mesa Community Plan Update – This action requests the approval of the Mira Mesa Community Plan Update and associated General Plan Amendment, Municipal Code Amendments and Local Coastal Program Amendment, Historical Resources Guidelines, rezones, and certification of the Final Environmental Impact Report SCH No. 2022090061 and Adopting the Findings, Statement of Overriding Considerations, and Mitigation, Monitoring, and Reporting Program. The Draft Mira Mesa Community Plan provides a comprehensive policy framework for growth and development over the next 20 to 30 years.
