Budget Committee Chair Chris Cate will chair his final budget where members will hear a water cost of service study.  Meanwhile the Select Committee on San Diego Housing Commission Oversight and Reform will provide a report on its activities from this year.

Item 1 - Fourth Amendment to the As-Needed Citywide Cooperative Agreement with Herc Rentals Inc. for the Rental of Various Large Equipment – The City seeks to amend the cooperative agreement with Herc Rentals Inc. for the as-needed of various light to heavy equipment by increasing the not-to-exceed amount. This amendment will ensure the City departments are able to have continued access to equipment that is critical to their operational needs.


 


Item 2 - Ratification of Emergency Sole Source Contract Between the City of San Diego and Service America Corporation (dba Centerplate) for Food Services for Operation Shelter to Home – As part of the City’s response to the COVID-19 emergency, on April 1, 2020, the City launched Operation Shelter to Home and moved individuals into the San Diego Convention Center to help comply with the County Public Health Order and to allow for proper physical distancing and prevent the spread of COVID[1]19 among San Diego’s homeless population.  Shortly thereafter, the City executed a contract with Service America Corporation (dba Centerplate) to provide food services to those housed in the Convention Center.  This item would approve the resolution ratifying the contract between the City of San Diego and Service America Corporation (dba Centerplate) from $10,000,000 to $9,776,628.53.


 


Item 3 - Second Amendment to the Citywide Security Service Agreement with Invicta Security CA Corporation dba Allstate Security - This action authorizes an amendment to increase the amount of the existing contract by $4,000,000 for the remaining term of the contract. The request is based on increased service need, the addition of safety measures for the Central Library, and an increase to the living wage rate exceeding the allowable price adjustments included in the standard terms and provisions of the contract.


 


Item 4 - Authorize Drinking Water State Revolving Fund loan to the Water System for up to an estimated $55 million to fund the Lakeside Valve Station Replacement project – Authorize Drinking Water State Revolving Fund loans to the Water System for up to an estimated $55 million to fund the Lakeside Valve Station Replacement project.


 


Item 5 – Water Cost of Service Study - This informational item is an opportunity to discuss the recently released Water Financial Plan, Cost of Service, and Rate Study prepared by Raftelis, Inc. for the Public Utilities Department. This item is being done several months in advance of the required noticing under California Proposition 218, to obtain public comment and feedback, for proposed November 2023 rate adjustments.

Item 1 - Select Committee on Housing Commission Oversight and Reform Year-End Activities Report - On February 15, of 2022, the San Diego City Council established a temporary standing committee on San Diego Housing Commission Oversight and Reform. The goal of the committee is to provide oversight of the San Diego Housing Commission and consider reforms to the governance and structure of the Commission.  The Office of San Diego City Council District 3 will present an overview of the work performed by the Select Committee on Housing Commission Oversight and Reform during calendar year 2022.
