The Lunar New Year has arrived and whether you celebrate or not, we can all use enjoy wishes of health, wealth and happiness. Councilmembers will hear two informational items on Monday.  One addresses the City’s towing policy with analysis and recommendations from the Office of the City Auditor. The other is an action plan from the Personnel Department to improve the hiring process.

Tow GraphicItem 200 - Performance Audit of the City’s Towing Program - Vehicle towing provides public benefits such as ensuring the streets are clear for street sweeping, parking is available for all, parking rules and laws are followed, and vehicles are registered. The Office of the City Auditor conducted an audit to evaluate the financial, equity, and public benefit effects of the City’s towing program, and how those effects may vary under alternative vehicle towing policy and fee models.  The audit was also conducted to determine the extent to which the City monitors and evaluates contractor performance, in accordance with the City’s Contract Compliance Guide, Council Policy 500-03, and the contract.

Item 201 – Personnel Department Action Plan - The Personnel Department has developed an Action Plan with the goal of improving the Classified hiring process. This presentation is intended to update City Council with process efficiencies that have already been implemented and planned improvements.

California Office of Traffic SafetyItem 202 – Authorize the City to Apply to, Accept, Appropriate, and Expend Funding From the California Department of Alcoholic Beverage Control – Office of Traffic Safety (ABC-OTS) Grant Program - The California Department of Alcohol Beverage Control (ABC) Office of Traffic Safety (OTS) is responsible for the implementation and administration of the ABC-OTS Grant Program. Funding for this program is provided by the California Office of Traffic Safety through the National Highway Traffic Safety Administration. This item is to request authorization to apply, accept, appropriate and expend $50,000 in grant funding from the ABC-OTS Grant Program to be used to accomplish the goals of the grant. This action will also provide authorization to apply for and expend any additional funding available from this grant program from October 1, 2022 through September 30, 2027. Although this grant is below the $1,000,000.00 threshold for City Council action, an approved Council authorization is required per award conditions.
