Councilmembers will hear two housing related items in the afternoon session. One is a resolution supporting Housing as a Human Right. The other is a presentation from the Independent Budget Analyst on barriers to creating more housing in the city.

Proclamations

Item 30 - San Diego Tê’t Festival Day celebrates the Lunar New Year Festival presented by the Vietnamese Federation of San Diego and Vietnamese American Youth Alliance.

 

Item 31 – Lunar New Year Week marks the celebration of the lunar new year with the Asian Business Association.

 

Item 32 - Human Trafficking Awareness Month raises awareness of human trafficking and seeks to educate the public on how to identify it and prevent it.

 

Item S501 - CIF San Diego Fall 2022 Champions Day recognizes the achievements of many high school teams won their CIF San Diego Championships.

Item 330 - Response to Request for Analysis on Improving Housing Affordability - This informational item from the Independent Budget Analyst responds to a request from Council President Elo-Rivera, Councilmember Whitburn, and Councilmember Moreno for an analysis of certain programmatic, administrative, and structural barriers to creating new housing.

 

 

Item 331 - Resolution to Declare Support for Housing as a Human Right in the City of San Diego – This item would adopt a resolution declaring the City Council’s support for housing as a human right. On October 31st, 2022, the San Diego City Council voted to request the City Attorney's Office prepare a Resolution for City Council's consideration to declare housing as a human right. Council President Sean Elo-Rivera, Council President Pro Tem Monica Montgomery Steppe, Councilmember Joe LaCava, and Councilmember Raul Campillo worked with the City Attorney’s Office to bring forward the proposed resolution.
