The People’s Business – January 27, 2023

Monday’s meeting is a “Special” since it incorporates the consent agenda and proclamations.  Councilmembers will also hear items on the reappointment of Audit Committee Member Stewart Halpern and Round 2 of the State of California Encampment Resolution funding Grant. There will be legislative recess on Tuesday.

Consent Agenda

Four items occupy the Consent Agenda including Appointment to the Privacy Advisory Board and two contracts for as-needed consulting services for the Development Services Department. Amendments to the 2023 Legislative Calendar are also presented.

 

Proclamations

Item 602 - Love your Wetlands Day recognizes the importance of wetlands for water quality, storing carbon and flood protection among other benefits.

 

Item 603 - Grace Kojima Day celebrates the Superintendent of the San Ysidro School District and all the work she has accomplished for students over her many years of work.

 

Discussion Item

Item 604 – Audit Committee Public Member Appointment Process – The Office of the Independent Budget Analyst request direction regarding Audit Committee Public Member Stewart Halpern and a possible reappointment to a second term.  The City Attorney’s Office has advised Mr. Halpern that his service on the City Attorney’s Audit Committee is incompatible with his simultaneous service as a public member of the SANDAG Audit Committee. Mr. Halpern’s attorney disagrees.

 

Homeless EncampmentsItem 605 – Ratification of the Agreement with the California Business, Consumer Services, and Housing Agency and Approval Authorizing the Acceptance, appropriation, and Expenditure of Round 2 of the State of California Encampment Resolution Funding Grant –  The Encampment Resolution Funding Program is a grant administered by the California Interagency Council on Homelessness. The grant funds innovative projects that offer support for individuals experiencing homelessness residing in encampments by providing a meaningful path to stable, long-term housing. On October 27, 2022, the City of San Diego was awarded $2,446,500 to support the E Street Encampment Project. This item would approve the resolution ratifying the contract between the City of San Diego and the California Business, Consumer Services, and Housing Agency for the amount.
