The People’s Business – January 9, 2022

Tuesday's meeting of the City Council will include discussion on items that would increase the budget for security at the Central Library and consider appointing an interim City Clerk.  Councilmembers acting as the Housing Authority will also consider a new onboarding manual for members of the Housing Commission and adding Project Homekey funds to the San DIego Houisng Commission's budget for PATH Villas El Cerrito Phase 1.

Item 30 – Trinity Lutheran Day honors the church that had been dedicated and devoted to the community and will be celebrating its 125th Church Anniversary.


 


Item S500 - Dr. Martin Luther King Jr. Community Celebration and Parade Day recognizes the Celebration and Parade which will honor Dr. Martin Luther King Jr.


 


Item S501 - USD Volleyball Day celebrates the team’s impressive performance in reaching the Final Four of the NCAA Volleyball Tournament.

Item 330 - Public Utilities Fiscal Year 2024-2028 Five-Year Financial Outlook – The PUD Five-Year Financial Outlook is provided to guide long-range planning, informs the financial plan for a cost of service study and serve as the framework for the development of the Fiscal Year (FY) 2024 Proposed Budget for the Water and Sewer Revenue Funds. The purpose of this report is to provide an overview of the Public Utilities Department’s long-range needs and to guide programmatic decisions.  


 


 


LibraryItem 331 – Library Master Plan Framework Informational Update – In 2019, a new master planning process was initiated to assess the state of San Diego’s library network, confirm the needs and vision for library facilities, and establish a framework and guiding principles for the next two decades of library facility improvements. This item will provide an update on efforts implementing the master plan which will include a more detailed study of each library building, use of services and spaces, compliance with modern codes, and the age and condition of its systems, in order to identify specific challenges and opportunities.

Item 332 - Recognized Obligation Payment Schedule for Fiscal Year 2023-2024 – This item addresses the process of winding down the operations of the former Redevelopment Agency of the City in accordance with Assembly Bill x1 26 (AB 26), enacted on June 28, 2011, Assembly Bill 1484, enacted on June 27, 2012, and subsequent related legislation.  It would approve the Seventeenth Recognized Obligation Payment Schedule (ROPS) and a budget for the winding down process for July 1, 2023 through June 30, 2024


 


Central Library


Item 333 - Second Amendment to the Citywide Security Service Agreement with Invicta Security CA Corporation dba Allstate Security – This item would authorize an amendment to increase the amount of the existing contract by $4,000,000 for the remaining term of the contract. The request is based on increased service need, the addition of safety measures for the Central Library, and an increase to the living wage rate exceeding the allowable price adjustments included in the standard terms and provisions of the contract.


 


 


City ClerkItem S503 - Consideration of Appointment of an Interim City Clerk - Elizabeth Maland will retire from her position as City Clerk with the City of San Diego, effective January 15, 2023. Due to the vacancy of the position, San Diego Charter Section 38 states that City Council shall elect a City Clerk for an indefinite term and shall serve until their successor has been elected and qualified. This item would adopt a resolution appointing an interim City Clerk effective January 15, 2023 and setting the annual salary at $220,501 plus fringe benefits.

Item 1 - Onboarding Manual for Members of the San Diego Housing Commission Board of Commissioners – This item would approve the proposed onboarding manual for members of the San Diego Housing Commission Board of Commissioners.


 


 


housing-commission_logoItem 2 - Authorize the San Diego Housing Commission to Amend its Fiscal Year 2023 Budget in the Amount of $11,825,000 in State of California Homekey Program Funds and to Expend the Funds to Support the Proposed Development of PATH Villas El Cerrito Phase 1 – This item would authorize the San Diego Housing Commission to amend its Fiscal Year 2023 budget in the amount of $11,825,000 in State of California Homekey Program funds and to expend these funds to support the proposed development of PATH Villas El Cerrito Phase 1 at 5476 El Cajon Blvd., San Diego, CA 92115 in Council District 9, which will consist of 40 affordable rental housing units for people experiencing homelessness with income up to 30 percent of San Diego’s Area Median Income and one unrestricted manager’s unit.
