Tuesday’s Council Meeting features an item which requests a public hearing and a vote on water rate adjustments.  Councilmembers acting as the Housing Authority will also consider a pilot program providing low and moderate-income homeowners with ADU construction loans.

Item 30 - 2022 San Diego Lesbian Gay Bisexual Transgender Queer Pride Month celebrates the month when lesbian, gay, bisexual, transgender, and queer San Diegans commemorate their community's rich history of courage, spirit, achievement, and activism.


 


Item S500 – Willie L. Morrow Day honors an inventor, self-taught chemist, writer, businessman, historian and founder of XHRM 92.5, the first Live African American radio station in 1979.


 


Item S501 – Parks and Recreation Month celebrates the City’s wonderful parks and recreation centers which build health and active communities.  It also recognizes City of San Diego Parks and Recreation Department staff for their vital work for San Diego neighborhoods.

water management planItem 330 - Water Rate Adjustments and Proposition 218 Notice and Hearing - This item is requesting a public hearing be set to discuss and vote on a proposal to increase water rates to cover San Diego County Water Authority charges for water purchases. Additionally, the noticing required under California Proposition 218 of the draft notice outlining the water rate increase, is provided to obtain public comment and feedback.


 


 


Item S502 - Consideration of a Nominee for Appointment to the Franchise Compliance Review Committee - On June 21, 2022, the City Council of the City of San Diego voted to establish the Franchise Compliance Review Committee. This Review Committee consists of five members: three appointees selected by the City Council and two appointees selected by the Mayor. Using Council Policy 000-13, the City Council may appoint James Tomasulo to serve as one of three appointees selected by the City Council to the Review Committee.


 


Housing Authority Agenda

HA 1 – Approval of the Contract between the San Diego Housing Commission and Father Joe’s Villages to Operate the City of San Diego Bridge Shelter at Golden Hall located at 202 C Street, San Diego, CA 92101 – This Item would approve an operating agreement with Father Joe’s Villages in the amount of $10,458,046 for a one-year term, from July 13, 2022, through June 30, 2023, with three one-year options for renewal, for the operation of the City of San Diego Bridge Shelter at Golden Hall.


 


 


 


ADUsHA 2 – Authorization to Participate in the California Housing Finance Agency’s Accessory Dwelling Unit (ADU) Grant Program – This item would authorize the San Diego Housing Commission to enter into a Lender Participation agreement with the California Housing Finance Agency to participate in their Accessory Dwelling Unit Grant program and utilize these funds in conjunction with the Housing Commission’s own ADU Finance Pilot Program.  The Housing Commission’s ADU Finance Pilot Program will provide an ADU construction loan of up to $200,000 per household for the costs of design, permitting, and construction. Low and moderate income homeowners may choose to construct a detached or attached (including garage conversions) ADU. They also may use permit-ready design/building plans available through the City of San Diego, a manufactured ADU, or a custom-designed ADU.
