In Thursday’s Land Use and Housing Committee Meeting, members will consider a lease to the Police Officers Association for a childcare facility for sworn officers.  They will also hear the 2022 Annual Report on Homes and the First-Time Homebuyer Program Study.

Bayshore Bikeway Projects


Item 1 - Authorization to approve two Easement and Maintenance Agreements with San Diego Unified Port District for portion of the Bayshore Bikeway – This item would approval and authorize two  Easement and Maintenance Agreements with the San Diego Unified Port District for the City of San Diego’s future operation, maintenance, repair, and replacement of a bicycle lane, sidewalk, curb return, and storm drain inlet for the Barrio Logan segment of the Bayshore Bikeway along Harbor Drive between Schley Street and 28th Street.


 


 


 


Brown FieldItem 2 - Consent of Transfer of Rights and Agreement with Metropolitan Airpark, LLC, (MAP) and San Diego Airpark, LLC, relating to a total of 331 acres of City-owned real property at Brown Field Municipal Airport and the First Amendments to 59 Flat Rate Parcel Ground Lease and Right of Entry License Agreements with San Diego Airpark, LLC, which correspond to 207.56 acres of the property - This item would approve the transfer of interest in the Leasehold Development Agreement between Metropolitan Airpark, LLC and Industrial Realty Group Value Fund, doing business as IRG San Diego Airpark, LLC.  Metropolitan Airpark will retain 57.2% interest, while IRG will have a 42.8% interest in San Diego Airpark LLC.

Murphy Canyon


Item 3 - Lease at 4020 Murphy Canyon Road, San Diego, CA 92123 between the City of San Diego and the San Diego Police Officers Association, a California Corporation – This action is to approve a Lease for approximately 3,000 square feet of office space and approximately 3,250 square feet of outdoor space at 4020 Murphy Canyon Road between the City of San Diego and the San Diego Police Officers Association. The leased space will be used as a childcare facility for sworn San Diego police officers and non-sworn police staff if space is available.


 


 


Item 4 - Sale of City-owned property at 3890 Sipes Lane, San Ysidro, CA 92173 (Rancho Del Rio Mobile Home Park), (APN 666-140-09) – Sale of approximately 23 acres of City-owned real property improved with 130 mobile Homes located at 3890 Sipes Lane, San Ysidro, CA 92173 commonly referred to as Rancho Del Rio Mobile Home Park.

Item 5 - Informational Update on Mayor’s Middle-Income Housing Working Group Recommendations – This is an information item to review and discuss the recommendations provided by the Mayor’s Middle-Income Housing Working Group. Staff from the Planning, Real Estate and Airport Management, Stormwater, and Development Services Departments; the Mayor’s Policy and Government Affairs teams; and the San Diego Housing Commission have prepared a staff response to the recommendations.


 


Homeownership Rates


Item 6 - First-Time Homebuyer Program Study – At the request of Committee Chair Councilmember Vivian Moreno, Urban Institute will provide an informational presentation about a First-Time Homebuyer Program Study prepared at the request of the San Diego Housing Commission, which explores the feasibility of increasing opportunities for Black homebuyers and households with middle income.


 


 


Item 7 - 2022 Annual Report on Homes – The 2022 Annual Report on Homes provides an overview of the City’s approval of new homes during calendar year 2021. The report includes data and information on the number of homes approved Citywide and on the use of existing housing programs to increase affordable housing throughout the City. The report is being presented to the Land Use and Housing Committee as an informational item to facilitate input as the City continues to evolve its strategies to achieve its housing goals.
