Tuesday’s Council Meeting features an item which requests a public hearing and a vote on water rate adjustments.  Councilmembers acting as the Housing Authority will also consider a pilot program providing low and moderate-income homeowners with ADU construction loans.

SLBEItem 330 – Fiscal Year 2021 Business Diversity Annual Report - The Purchasing and Contracting Department is pleased to provide this annual report, which provides construction, consultant, good and services diversity participation statistics. This report also highlights programmatic activities, achievements, and goals for the future. Information provided in this report covers the period of July 1, 2020 through June 30, 2021.


 


Item 331 - Implementation of 2020 City of San Diego Disparity Study Recommendations – This report provides considerations noted in the 2020 City of San Diego Disparity Study, including information on resources, timelines, and actions necessary for implementation. These considerations are proposed to help remedy the areas of underrepresentation noted within the study’s findings and to help further increase the participation of minority-, woman-, and disabled veteran-owned businesses in City contracts.


 


Pipeline ExtensionItem 334 - Alvarado 2nd Pipeline Extension Project – Eminent Domain – The Alvarado 2nd Pipeline Extension Project (Project) involves the construction and replacement of approximately 10 miles of 24-inch and 48-inch water mains, primarily in Friars Road right of way, between I-805 and Sea World Drive. Five water easements and two Temporary Construction Area (TCA) permits are needed from four different property owners. Staff successfully negotiated acquisition of the property interests it needed with two of the property owners but, to date, staff has not been able to come to a final agreement with the other two property owners for the water easements and TCA permits that need to be acquired.


 


Parking DistrictItem 332 - Community Parking Districts Fiscal Year 2023 Annual Plans and Budgets – In accordance with Council Policy 100-18, annually, each Community Parking District shall develop, through community input, and recommend to the City Council, an Annual Plan and Budget. The following staff report summarizes the Community Parking District Fiscal Year 2023 Annual Plans and Budgets.


 


 


101 AshItem 333 - Second Amendment to Hugo Parker, LLP Outside Counsel Consultant Agreement – The City Attorney’s Office seeks approval to amend an existing Consultant Services Agreement with the law firm of Hugo Parker, LLP.  The Agreement will to retain Hugo Parker in all pending and future litigation matters involving allegations of asbestos exposure at the commercial building located at 101 Ash Street and to increase the total not-to-exceed amount to $600,000 from $350,000;
