We close out July with two committee meetings. The Audit Committee consider forwarding a City Auditor report to the full council looking at body worn camera usage by San Diego Police Department officers.  The Rules Committee will consider updates to rules on initiative and recall petitions.

Body CamItem 1 - The Office of the City Auditor conducted a performance audit of the San Diego Police Department’s (SDPD) use of body cameras and management of body camera videos - The objectives of this audit were to determine (1) if SDPD’s policies and procedures regarding body worn camera usage, management, and release are in line with best practices and local, state, and federal regulations and (2) if internal controls are in place to ensure policies and procedures are followed and body worn camera footage is properly collected, maintained, monitored, and released by appropriate personnel.  Actions for this item is for the Audit Committee to accept the report and forward it to the City Council as an information item only

 

 

City AuditorItem 2 - City Auditor’s Annual Citywide Risk Assessment And Audit Work Plan – Government Auditing Standards and the Institute of Internal Auditors’ Standards encourage the chief audit executive to establish a risk-based approach to determine the priorities for City Auditor activities. The Office of the City Auditor has completed a Fiscal Year (FY) 2023 Citywide Risk Assessment as a means to help identify, measure, and prioritize the City’s potential audits based on the level of risk to the City. Each Activity Group’s risk score was considered when selecting audits for the City Auditor’s FY 2023 Audit Work Plan

Item 3 - City Auditor’s Quarterly Fraud Hotline Report – The City Auditor reports the status of Fraud Hotline cases to the Audit Committee on a quarterly basis as required under San Diego Municipal Code § 26.1710 (d).

 

 

 

Item 4 - City Auditor's Monthly Activity Report - This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of June 30, 2022. This includes any audit reports issued during the month of June 2022, the status and stage of current audit projects, and a list of planned audits that have not yet started

Item 1 - San Diego Municipal Code Updates to Elections Code Specific to Publishing Requirements for Initiative and Recall Petitions; Updates to the City Clerk Administrative Guidelines – This item would amend the San Diego Municipal Code to provide for publishing election notices related to initiatives and recalls in newspapers of general circulation, rather than daily newspapers of general circulation; and approving related amendments, as well as clarifying, clerical, and formatting updates to the City Clerk Administrative Guidelines

 

GIDItem 2 - Second Amendment to the Salesforce Software and Services Agreement between the City of San Diego and Carahsoft Technology Corporation - This item is the Second Amendment to the Salesforce Software and Services Agreement between the City of San Diego and Carahsoft Technology Corporation, which is the sole government reseller of Salesforce licenses. Salesforce licenses are necessary to run Get It Done and other applications that utilize the Salesforce platform.
