The People’s Business – June 10, 2022

Monday’s Council meeting begins at noon to accommodate the large number of items scheduled for the day, including approval of the FY 2023 Budget.  Councilmembers will also consider accepting a State grant for the City’s Youth Workforce Program and the proposed San Diego Affordable Housing Fund Annual Plan.

Item 605 - State of California Homeless Housing, Assistance, and Prevention Grant Round 3 (HHAP-3) – Housing Authority Companion Item HA1 - HHAP-3 is a State of California block grant available for large cities, counties, and Continuums of Care throughout California. The grant is intended to support local jurisdictions in their unified regional response to reduce and end homelessness.  The Homelessness Strategies and Solutions Department is bringing forward this item to request authority to appropriate and expend the initial disbursement as well as accept, appropriate, and expend the remaining 80% of HHAP-3 funds.


 


Youth CorpsItem 600 - Resolution to Accept, Appropriate, and Expend a Grant from the State of California’s CaliforniansForAll Initiative for the City’s Youth Workforce Program – This item would accept, appropriate, and expend an amount not to exceed $18,584,147 in grant funds from the State of California’s CaliforniansforAll initiative over a two-year period ending May 1, 2024, for the City’s Youth Workforce Program.


 


Item 603 - Fiscal Year 2022 Third Quarter Budget Monitoring Report – The purpose of the Fiscal Year 2022 Third Quarter Budget Monitoring Report is to provide the City Council and the public with an update of revenues and expenditures for funds with budgeted personnel expenditures.


 


CIPItem 602 - Fiscal Year 2022 Capital Improvements Program (CIP) Year-End Budget Monitoring Report and CIP Budget Revisions – The CIP Year-End Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity.  The item would approve the resolution accepting the requested CIP budget revisions as outlined on the attachments to the report.


 


Item 604 - Approval of the City’s FY 2023 Budget – This item would approve the Mayor’s FY 2023 Proposed Budget, as modified in the Mayor’s May Revision of the FY 2023 Proposed Budget.  It may also include changes recommended by the Independent Budget Analyst and as further modified by the City Council during the June 13, 2022 hearing.

Item 601 - Proposed Fiscal Year 2023 City of San Diego Affordable Housing Fund Annual Plan – This item would approve the proposed Fiscal Year 2023 City of San Diego Affordable Housing Fund Annual Plan as presented in this report.
