Acting as the Housing Authority, the Council will consider an agreement with the San Diego Housing Commission for the City’s homelessness programs. There will be no Closed Session on Monday.

Item S400 - Second Amendment to the Agreement with PATH San Diego for Coordinated Street Outreach Program Services
In July 2022, the City of San Diego (City) entered into an Agreement with People Assisting the Homeless San Diego (PATH San Diego) to provide services for the City’s Coordinated Street Outreach Program. In November 2022, the City Council approved the first amendment to the agreement to increase the operating budget to include flexible funds for client assistance and amend the scope of work.
The amendment would increase the budget by $3,125,000 for Fiscal Year 2024 for a total not to exceed amount of $6,600,000 and revise the scope of work for Coordinated Street Outreach Program services.
Item S401 - Second Amendment to Disposition and Development Agreement with SDEEC LLC for the San Diego Energy Equity Campus at the Valencia Business Park (5515-5565 Stevens Way)
On July 27, 2021, the City Council approved a Disposition and Development Agreement (“DDA”) with SDEEC LLC, a Nevada company, and on November 15, 2022, approved a First Amendment to the DDA, to facilitate the sale and development of the City-owned Valencia Business Park site located at 5515-5565 Stevens Way in the Valencia Park Neighborhood of the Encanto Neighborhoods Community Planning Area. The proposed Second Amendment to the DDA, will extend the Project Commencement Date to help financing and implementation of the Project.
Item S402 - FY 2023 Community Project Funding Grant Administered by the Department of Housing and Urban Development (HUD) for a Municipal Workforce Child Care Benefit Pilot Program
This item would authorize application for and receive a $2,000,000 FY 2023 Community Project Funding Grant administered by the Department of Housing and Urban Development to implement a Municipal Workforce Child Care Benefit Pilot program for City of San Diego employees.

This MOU would authorize the Memorandum of Understanding for the oversight and administration of the City’s Homelessness Services Programs for an initial term effective July 1, 2023, through June 30, 2024, with three one-year options to renew.

Tema S400 - Segundo cambio al acuerdo con PATH San Diego para servicios coordinados del programa de alcance callejero
En julio de 2022, la Ciudad de San Diego firmó un Acuerdo con People Helping the Homeless San Diego (PATH San Diego) para proporcionar servicios para el programa coordinado de alcance callejero de la Ciudad. En noviembre de 2022, el Concejo Municipal aprobó el primer cambio al acuerdo para aumentar el presupuesto operativo para incluir fondos flexibles para la asistencia al cliente y modificar el alcance del trabajo.

El 27 de julio de 2021, el Concejo Municipal aprobó un Acuerdo de Disposición y Desarrollo ("DDA", por sus siglas en inglés) con SDEEC LLC, una compañía de Nevada, y el 15 de noviembre de 2022, aprobó un primer cambio al DDA, para facilitar la venta y el desarrollo del sitio del Valencia Business Park, la cual es propiedad de la Ciudad y está ubicada en 5515-5565 Stevens Way en el Vecindario Valencia Park del Área de Planificación Comunitaria del Vecindario de Encanto. El segundo cambio propuesto al PDD ampliará la fecha de inicio del proyecto para ayudar a financiar y ejecutar el proyecto.
Tema S402 - Subvención de financiamiento para proyectos comunitarios del año fiscal 2023 administrada por el Departamento de Vivienda y Desarrollo Urbano para un programa piloto de cuidado infantil como prestación a la fuerza laboral municipal
Este elemento autorizaría la solicitud y recibiría una subvención de financiamiento para proyectos comunitarios de $ 2,000,000 para el año fiscal 2023 administrada por el Departamento de Vivienda y Desarrollo Urbano para implementar un programa piloto de cuidado infantil como prestación para empleados de la Ciudad de San Diego.
