The People’s Business – May 20, 2022

Councilmembers get an early start on Monday as the Select Committee on the San Diego Housing Commission Oversight and Reform discusses an overview of the commission and looks at the Homelessness Strategies and Solutions Department transition plan.   Meanwhile, the full council also starts a couple hours early to address Rec Center Budgets and a shortlist of development teams for the Midway Site.

Item 1 - Initiation of Amendments to the San Diego Municipal Code related to the Selection and Evaluation of the President and Chief Executive Officer of the San Diego Housing Commission and Executive Director of the Housing Authority – This item requests the Office of the City Attorney to work with Councilmember Whitburn’s Office to draft amendments to:



  • Formalize a joint Housing Authority and Board of Commissioners review process for the Housing Commission President and Chief Executive Officer

  • Clarify the Chief Executive Officer of the San Diego Housing Commission serves as the Executive Director of the San Diego Housing Authority,

  • Add minimum qualifications for the President and Chief Executive Officer of the San Diego Housing Commission position.

Item 3 - Homelessness Strategies and Solutions Department’s FY 22-23 Program Transition Plan – This is an informational item to present the Select Committee on San Diego Housing Commission Oversight and Reform an update on collaborative efforts between the Homelessness Strategies and Solutions Department and the San Diego Housing Commission to transition select contracts currently administered by the San Diego Housing Commission over to the Homelessness Strategies and Solutions Department come Fiscal Year 2023.

Item 600 - Information Update from California Department of Housing and Community Development Regarding the Surplus Lands Act – The California Department of Housing and Community Development will provide an informational presentation to the San Diego City Council regarding the Surplus Land Act.

Sports ArenaItem 601 - Notice of Availability for Midway Site - Recommendation to Shortlist Development Teams to Focus on Due Diligence and Economic Analysis – This item would express the Council’s preference to shortlist the responses from HomeTown SD, Midway Rising and Midway Village +, received in response to the City’s “Midway Notice of Availability” under the Surplus Land Act so that the City may conduct detailed due diligence and economic analysis with the three associated development teams.

Item 602 - Fiscal Year 2023 Recreation Center Fund Budgets – This item seeks City Council approval of the Fiscal Year 2023 proposed budget for Recreation Center Funds which allow for additional recreation programs, maintenance, and events to take place.


 


 


Item 603 - FY2023 Business Improvement District (BID) Budgets - Annual Appropriation Process – This is the second session regarding Business Improvement District Budgets which seeks to confirming the FY2023 Budget Reports and the levy and collect annual assessments for each specified BID for FY2023.  It would also approve the fourth one-year extension of the FY2019 BID Management Agreements with the nonprofit association manager for each specified BID.


 


Ledford BuildingItem 604 - Appeal of the Historical Designation of the Dr. Roy and Herma Ledford/Charles Salyers Building (HRB #1398) located at 2851-2881 4th Avenue – This item is an appeal of the Historical Resources Board decision to designate the Dr. Roy and Herma Ledford Building located at 2851-2881 4th Avenue as a historical resource (HRB #1398).  The Development Services Department seeks to deny the appeal.
