Tuesday’s meeting resumes the regularly scheduled start time.  Councilmembers will consider amendments to Shared Mobility Device Regulations.  They will also vote on the closure of Point La Jolla and Boomer Beach during certain times of the year.

Consent Agenda


19 items occupy the Consent Agenda and they include the previously discussed ADU Bonus Program Amendment, declaring a continued State of Local Emergency Regarding the COVID-19 virus and Declaring San Diego a Safe City for Reproductive Freedom and Access to Abortion.


 


Proclamations


Item 30 – Dr. Deborah Zajchowski Day celebrates a biochemist and researcher who has dedicated much of her career to cancer research, drug development and discovery, and most recently providing assistance to those with ovarian cancer.    


 


Item S500 – Linda Vista Inc.’s Linda Vista Farmers’ Market Day recognizes a non-profit organization which celebrates the heritage of the historically community of Linda Vista.


 


Item S501 – Philippine Independence Day honors the annual national holiday in the Philippines commemorating the Philippine Declaration of Independence from Spain on the 12th day of June 1898.


 


Item 502 – Pamela T. Luster Day celebrates Dr. Luster for her service to the community as President of San Diego Mesa College and her many other great contributions.


 


Item 503 – Mental Health Awareness Month recognizes the importance of awareness of behavioral health and mental health issues.


 


 


Discussion Agenda and Housing Authority Items


 


Item 330 - Amendments to the City’s Municipal Code for Shared Mobility Device (SMDs) Regulations – This item would amend the Shared Mobility Device Ordinance to permit, manage and enforce rules for new micro-mobility devices on public property and Scooterwithin the public right-of-way.  Amendments include:



  • Inclusion of e-bikes

  • Prevent parking or use of motorized scooters on all City sidewalks through geofencing

  • Prohibition of parking devices outside of a corral

  • Inclusion of penalties, regulatory actions, and grounds for contract termination


 


Point La Jolla


Item 331 - Proposed Seasonal Closure of Point La Jolla and Boomer Beach – This action seeks City Council approval to amend the San Diego Municipal Code by adding a new provision, making it unlawful to enter the closure area as defined by SDMC 63.0102(f)(4) of Point La Jolla and Boomer Beach during May 1st to October 31st of each year.


 


 


 


street pavingItem 332 - Approve Project List to be Funded by the Fiscal Year 2023 Road Maintenance and Rehabilitation Account (RMRA) Funds – This item would approve the project list which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.


 


 


Item 333 - Otay 2nd Pipeline Easement Vacation - Project No. 690051 – The Otay 2nd Pipeline Easement Vacation Project (Project) proposes to vacate approximately 16.47-acres of City of San Diego water easements in the City of Chula Vista, located generally south of La Media Road and E Main Street in the Otay Ranch Community.


 


 


Levant CottagesItem 334 – Housing Authority Companion Item HA 1 - Final Bond Authorization for Levant Senior Cottages – This item would adopt a resolution approving the issuance of tax-exempt Multifamily Housing Revenue Bonds in an amount not to exceed $22,877,000 to fund Levant Senior Cottages LP’s construction of Levant Senior Cottages.  This project is a new affordable rental housing development at 6950 Levant Street in the Linda Vista which will consist of 126 units that will remain affordable for 55 years for seniors with low income.


 


 


Merge 56 HousingItem 335 – Housing Authority Companion Item HA 2 - Merge 56 Affordable Apartments - This item would adopt a Tax Equity and Fiscal Responsibility Act (TEFRA) resolution approving the issuance of a tax-exempt Multifamily Housing Revenue Note in an amount not to exceed $16,000,000 to fund Merge 56 Affordable, LP’s construction of the Merge 56 Affordable Apartments, a new affordable rental housing development at 8201 Merge Avenue, San Diego, in the Torrey Highlands subarea community plan neighborhood.  This will consist of 47 units that will remain affordable for 55 years for individuals and families earning between 30 percent to 60 percent of the San Diego Area Median Income, including one restricted manager’s unit
