With fewer days available in the year for Council Meetings and a large number of items to address, Monday’s City Council meeting will begin at noon.  The meeting will include an informational item on Homeless Housing, Assistance and Prevention Round 4, a grant from the State of California.  Councilmembers will also discuss changes to the Rules of Council and modifications to the City’s Sidewalk vending regulation in coastal areas.

Item 600 - 2021 Employee Sentiment Workforce Report for the City of San Diego – Staff will present highlights from the inaugural 2021 Employee Sentiment Workforce Report for the City of San Diego.

Item 601 - Homeless Housing, Assistance, and Prevention Grant Round 4 Application – Homeless Housing, Assistance and Prevention Round 4 (HHAP-4) is a State of California block grant available for large cities, counties, and Continuums of Care throughout California. The grant is intended to support local jurisdictions in their unified regional response to reduce and end homelessness. The City of San Diego has received previous HHAP funding including $22.5 million in Round 1 in 2020, $10.6 million in Round 2 in 2021, and $27.5 million in Round 3 earlier this year. Applicants are required to agendize the HHAP-4 application at a local governing board meeting to allow for public comment and feedback prior to the application deadline of November 29, 2022. This item is for informational purposes to provide an overview of the City’s HHAP-4 application and allow the Council and community to provide public comment and feedback.

Item 602 - Performance Audit of Workplace Safety and Workers’ Compensation - The Office of the City Auditor conducted a performance audit of the workplace safety and workers’ compensation programs.  The objectives of this audit were to determine (1) whether the City effectively mitigates workplace safety hazards and prevents injuries and illnesses and (2) whether the City has adequate internal controls to mitigate the risk of waste, fraud, and abuse in workers' compensation claims. The audit had three key findings and ten recommendations to address the findings.

Item 603 - Execute Amendment No. 2 to Original Construction Cooperative Agreement, #11-0717, with the California Department of Transportation, for the Purpose of Completing the Construction of the West Mission Bay Drive Bridge Project – The project is located within the Midway-Pacific Highway, Mission Bay Park, and Peninsula communities (Council District 2). The proposed improvements will provide an improved transportation link across the San Diego River. This action will provide time extension for the construction cooperative agreement with Caltrans to complete the construction oversight of the project. This amendment is necessary to extend the cooperative agreement duration to end upon the termination of the work, or by June 30th, 2024, whichever occurs first.

Item 604 – Amendments to Rules of Council - This item proposes amendments to the Rules of Council following discussions at the Rules Committee on September 21, October 19, and November 4, 2022. These changes are intended to make the Rules of Council more transparent, accessible, applicable, and relevant. Here’s a summary of the proposed changes:

Item 605 - Modification to the Effective Date of the City's Sidewalk Vending Regulations Under Chapter 3, Article 6, Division 1 of the Municipal Code in the Coastal Overlay Zone and Amendments to Chapter 14, Article 1, Division 6 of the Municipal Code Relating to Pushcarts and Sidewalk Vendors – Modification to the effective date of the City’s Sidewalk Vending Regulations in the Coastal Overlay Zone. Amendment to the City’s Municipal Code and Local Coastal Program to add a regulation to prohibit sidewalk vendors from interfering with public access to the shoreline.
