Tuesday’s City Council Meeting will be the last Council meeting until December due to the holiday legislative recess.  Councilmembers will consider a single-use plastic reduction ordinance, 2023 lease revenue bonds and declare a plot of land at 13th and Broadway “Exempt Surplus Land”.

Proclamations

Item 30 – Robert Smothers Day celebrates a World War II, Korean and Vietnam War Veteran on his 100th birthday.

 

Item 31 – Healthcare Worker Wellbeing Day honors healthcare workers and their wellbeing to recognize their extraordinary efforts during the COVID-19 pandemic.

 

Item 32 – Pancreatic Cancer Awareness Month recognizes the seriousness of the disease which is the 3rd leading cause of cancer-related deaths in the United States.

 

Item 33 – Young Black & N’ Business Day celebrates the organization created to uplift the local entrepreneurial community in the hopes of creating healthy, happy, and sustainable entrepreneurs.

 

Item 34 – Ramin Pourteymour Day honors a volunteer who has dedicated nearly two decades to time and resources to rescuing hundreds of animals in his own home.

 

Item 35 – Roger Odiorne Day recognizes a San Diego resident for his long, distinguished career in aviation.

Discussion Agenda

 

Item 330 - Authorization for the Public Facilities Financing Authority of the City of San Diego 2023 Lease Revenue Bonds – This item requests authorization to issue long-term Lease Revenue Bonds to pay down outstanding general fund backed commercial paper notes, and to generate new money proceeds to finance priority capital improvement projects. The financing ordinance and related financing documents for this action will be brought forward for Council authorization after the Committee’s approval.

 

Item 331 - Single Use Plastic Reduction Ordinance: Final Environmental Impact Report and Ordinance Recommendations – In January 2019, City Council passed the Single Use Plastic Reduction ordinance to restrict the distribution of polystyrene foam products and plastic utensils in the City of San Diego. Enforcement of the ordinance was stayed shortly thereafter due to a lawsuit. In the settlement agreement the City agreed to prepare an Environmental Impact Report under the California Environmental Quality Act. The Final Environmental Impact Report is being presented for certification along with a request to repeal the original ordinance and then re-adopt the Single Use Plastic Reduction Ordinance.

 

 

Item 332 - Tax Equity & Fiscal Responsibility Act Resolution – Cortez Hill Apartments – This item proposes that the San Diego City Council adopt a Tax Equity and Fiscal Responsibility Act resolution approving the issuance of a tax-exempt Multifamily Housing Revenue Bond in an amount not to exceed $19,305,000 to facilitate the development of Cortez Hill Apartments, a new affordable rental housing development at 915 Beech Street in the Cortez Hill neighborhood in downtown San Diego, which will consist of 87 units that will remain affordable for 55 years for people experiencing chronic homelessness or with low-income and selected from the San Diego Housing Commission’s Project-Based Housing Vouchers waiting list, with income between 30 percent to 40 percent of the San Diego Area Median Income, and one unrestricted manager unit.

 

Item 333 - Declare Certain City-Owned Real Property Located at 1320 Broadway, North Side of Broadway Between 13th and 14th Streets (APN 534-205-08) in the East Village Neighborhood of Downtown, “Exempt Surplus Land” in Accordance with California Government Code Sections 54220-54234, and Approving a Related Waiver of Council Policy 700-10 – This item would declare that certain City-owned real property located at 1320 Broadway, north side of Broadway, between 13th and 14th streets is not needed for the City’s direct use and is “exempt surplus land”.  The item would also waive the requirement in Council Policy 700-10 that the Property be circulated for review by City departments to determine if there is a municipal use for the Property before the City disposes of the Property.

 

 

Item 334 - California Terraces PA61 (Lot 1) – Project No. 690358 - The project proposes a Master Planned Development Permit, Neighborhood Development Permit, Vesting Tentative Map, Site Development Permit, Rezone, and General Plan/Community Plan Amendment to amend the previously approved MPDP, NDP, VTM, & SDP to construct 79 multi-dwelling units in 12 buildings totaling 165,593 square feet. The project site is proposed to be rezoned from CC-1-3 and AR-1-1 to RM-2-5, and the Otay Mesa Community Plan Land Use designation is proposed to change from Community Commercial-Residential Prohibited to Residential-Medium. The project qualifies for the City's Expedite Program since 8 out of the 79 units or 10 percent of the units will be designated as affordable.

 

 

Item 335 - PRJ-1054295: 7720 Kenamar Court Rezone – This item would approve a resolution determining that the 7720 Kenamar Court Rezone Project is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines section 15301 (Existing Facilities). It would also adopt an ordinance for Rezone No. 3144149 changing 2.8 acres located at 7720 Kenamar Court from the IL-2-1 Zone into the IL-3-1 Zone and repealing Ordinance No. O-18451, adopted December 9, 1997, of the ordinances of the City of San Diego as the same conflict herewith.

 

 

Item 336 - Proposed San Diego Municipal Code Amendments to Section 141.0504 Related to Redistricting and the Automatic Extension of Conditional Use Permits Related to Cannabis Operations - The Development Services Department Cannabis Business Division (CBD) oversees the administration of cannabis businesses operating in the City of San Diego, including permitting, compliance/enforcement and program development activities. As such, CBD staff is bringing forward an action item related to Municipal Code amendments to address City Council redistricting and more effective compliance for cannabis Conditional Use Permits.

 

Item S502 - First Implementation Agreement with SDEEC LLC for the San Diego Energy Equity Campus at the Valencia Business Park (5515-5565 Stevens Way) - On July 27, 2021, the City Council approved a Disposition and Development Agreement with SDEEC LLC, a Nevada Limited Liability company, to facilitate the sale and development of the City-owned Valencia Business Park site located at 5515-5565 Stevens Way in the Valencia Park Neighborhood of the Encanto Neighborhood Community Planning Area. The Scope of Development under the DDA provides for development of a light industrial office complex focused on energy efficiency and sustainability uses and creation of a minimum of 72 new permanent full-time equivalent jobs with 51% held by or available to low-to moderate income City residents.
