The People’s Business – November 18, 2022

The Environment Committee will close November’s meetings for the month as we enter the Legislative Recess.  Committee members will hear 11 items which include Climate Action Plan updates, an update on AB 1383 implementation and updated required in the SDG&E Franchise Agreement.  Please have a happy and safe holiday.

Clean harborsItem 1 - Contract Amendment to extend the term for Sanitation Services and Incidental Hazardous Waste Removal on Public Rights-of-way and other City-Owned Property with Clean Harbors Environmental Services, Inc – This action authorizes extending the Contract between the City of San Diego and Clean Harbors Environmental Services, Inc., which resulted from Request for Proposals for Sanitation Services and Incidental Hazardous Waste Removal on Public Rights-of-way and other City Owned Property, through October 31, 2023. The extension would allow for uninterrupted services while an RFP process for a replacement contract is being awarded, as this is the only contract the City has for this type of service.


 


 


Item 2 - Miramar Recycling Center Service Contract/Real Property Lease Ninth Amendment – Authorize execution of the proposed Ninth Amendment to the service contract/real property lease agreement for the operation of the Miramar Recycling Center, to extend the term to December 31, 2026, and update contract requirements.

Item 3 - Award of Agreement to Sukut Construction, LLC. for the Organics Processing Facility Project – This action is to award a public works agreement to Sukut Construction, LLC. for design-build of the Organics Processing Facility Project in an amount not to exceed $77,223,000.


 


Item 4 - Amendments to Section 2, Article 6, Division 00 of the San Diego Municipal Code Creating a Climate Advisory Board and Repealing the Sustainable Energy Advisory Board – Direct the Office of the City Attorney to draft an ordinance to amend Section 2, Article 6, Division 00 of the San Diego Municipal Code to create a Climate Advisory Board and to repeal the Sustainable Energy Advisory Board.


 


Item 5 - Amendments to Section 2, Article 6, Division 10 of the San Diego Municipal Code Creating a Resiliency Advisory Board and Repealing the Wetlands Advisory Board – A new Resiliency Advisory Board will serve as an advisory body to the Mayor and City Council on natural resource conservation, climate resiliency and adaptation, wetlands, habitat preservation, and biodiversity for the City of San Diego. This Board will advocate for and assist the City in attainment of its stated goals in these areas. The board will primarily advise on issues related to implementation of the Climate Resilient SD Plan and related activities. Approval of this item will direct the Office of the City Attorney to draft the ordinance to amend Section 2, Article 6, Division 10 of the San Diego Municipal Code Creating a Resiliency Advisory Board and Repealing the Wetlands Advisory Board.

Item 6 - Climate Action Implementation Plan Update – This item is an informational overview of the work completed since the adoption of the CAP in August 2022. The department is also requesting to receive Council Committee and public feedback on the work completed to date, the scope of the Implementation Plan, and future work intended to follow on this work and build off the CAP, CAIP, and other concurrent related actions


 


 


Item 7 - Status Update on a Proposed Council Policy for Climate Action Plan Implementation Prioritization – This item will provide an overview of the work completed by the Independent Budget Analyst to date on this proposed Council Policy, and importantly seek direction and feedback from the Committee and the public on which measures should be utilized in the policy, and how these measures should be weighted to determine prioritization scores.


 


 


Trash BinsItem 8 - Information Update Report for Senate Bill 1383 Implementation - This report provides an update on the Environmental Services Department’s ongoing efforts to implement and comply with SB 1383. The last update to the Environment Committee was on March 17, 2022. While compliance is a multi-year effort looking ahead, implementation is well underway and expected to be completed by Fall of 2023.


 


 


 


Storm DrainItem 9 - Annual Stormwater Department Update – The Stormwater Department is responsible for protecting local streams, rivers, bays, and beaches from pollution and for building, operating, and maintaining the City’s vast, integrated stormwater system to reduce flood risk to communities and protect the public’s health and safety. This annual update provides a summary of the SWD’s accomplishments in FY22 that provide year-round preparation for the impacts of the storm season, specific pre-storm season activities for the 2022-2023 winter storm season, and a lookahead at additional planned activities that are organized around the SWD goals.


 


 


Item 10 - SDG&E Presentation on Customer Equity Programs – As a component of the Electric and Gas Franchise agreements, SDG&E and the City of San Diego also executed an Energy Cooperation Agreement outlining actions and initiatives that they would partner on that did not fall within the specific scope of the franchises. One of these actions is a presentation on Public Purpose Programs within the City as well as other customer support programs such as CARE, FERA, and efficiency incentive programs.
