Audit, ATI and Environment Committees convene this week.  The Audit Committee will hear a performance audit of the Get It Done Application and management of requests.  ATI will consider an agreement to build HOV lanes on SR-56.  The Environment Committee will vote on a services agreement with Urban Core of San Diego County.

GIDItem 1 - Performance Audit of the City’s Get It Done Application and Service Requests Management – The development of Get It Done is one of the City’s efforts to improve customer service and has streamlined intake for a variety of service requests. The audit included the following objectives: 1) Determine how efforts to strengthen customer communications may be used to improve overall satisfaction; and 2) Determine whether consolidating customer service portals could improve the City's customer service experience  This item would accept the report and forward it to the City Council.

 

Item 2 - Central Stores Inventory Agreed Upon Procedures Review – FY 2022 – The San Diego Municipal Code §22.0501 requires an Annual Inventory Audit of Central Stores. The City Auditor hired Macias Gini & O’Connell to conduct a Central Stores Inventory Agreed Upon Procedures Review for Fiscal Year 2022.

Item 3 - City Auditor’s Quarterly Fraud Hotline Report – Fiscal Year 2023 Quarter 1 - The City Auditor reports the status of Fraud Hotline cases to the Audit Committee on a quarterly basis as required under San Diego Municipal Code § 26.1710 (d).

 

Item 4 - City Auditor’s Monthly Activity Report – This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of September 30, 2022. This includes any audit reports issued during the month of September 2022, the status and stage of current audit projects, and a list of planned audits that have not yet started.

Item 1 -  Second Amendment to the Agreement with GHD Inc. for the Design of Otay 1st & 2nd Pipelines - West of Highland Ave Project – This item requests Council Authorization to execute the Second Amendment of the Agreement (H146207) with GHD Inc. to provide for engineering design services for Otay 1st and 2nd Pipelines West of Highland Avenue project. This no cost amendment provides time extension for continued engineering support services.

Item 2 –  Amendment to Lighting Controls Services Agreement with Current Powered by GE and Master Lease Agreement with GE Government Finance - This action seeks authorization to execute amendments to the GE Intelligent City Purchase and Service Agreement, by and between the City and Current powered by GE, and the California Master Lease Agreement and Escrow Agreement, by and between the City and GE Government Finance, Inc., for services related to the Outdoor Lighting Upgrade and Sensor Installation Project. This proposed Council action concerns only the energy efficiency lighting component with GE Current.

 

HOVItem 3 –  Authorize the execution of the cooperative agreement between Caltrans and the City of San Diego for construction of additional lanes in the eastbound and westbound direction on State Route 56 between El Camino Real to Gonzales Creek bridge – This would authorize a Cooperative Agreement with Caltrans for construction of high-occupancy vehicle lanes in the eastbound and westbound direction on State Route 56 between El Camino Real to Gonzales Creek bridge. It would also authorize spending up to $22,500,000, from CIP # RD14000, State Route 56 Freeway Expansion, for the freeway expansion project.

Item 4 - Fiscal Year 2022 Year-End State of the Capital Improvements Program (CIP) and State of Construction Reports – The State of the CIP report provides an update on the status of the City's CIP consistent with the CIP Transparency Policy adopted in April 2012. This State of the CIP Report covers activity during Fiscal Year 2022 (July 1, 2021 through June 30, 2022). The report provides an overview of the City CIP, highlighting major programs, emergency projects, process improvements, and accomplishments.

 

 

YOPItem 5 - Informational Update on SANDAG’s Youth Opportunity Pass Pilot Program - This is an informational presentation by San Diego Association of Governments (SANDAG) staff. The presentation will provide an overview of the Youth Opportunity Pass pilot program and give an update on ridership and program utilization.

Item 1 - Fourth Amendment to Agreement (H084434) for the Purchase and Sale of Biogas and Fifth Amendment to Agreement (H084247) for BUDG Site Lease with Watonga RNG 1, LLC - This action is to request authorization to execute a 4-year extension to Watonga RNG 1, LLC on the Agreement (H084434) for the Purchase and Sale of Biogas and the Agreement (H084247) for Beneficial Use of Digester Gas (BUDG) Site Lease for the Point Loma Wastewater Treatment Plant.

 

IWCPItem 2 - Award a Sole Source Contract Amendment No. 5 to ADS Corp. for Wastewater Flow Monitoring Equipment, Software and Services – This request is authorizing the execution of Amendment No. 5 with ADS Corp., under Sole Source Contract #4163 for Sewer Flow Monitoring Equipment, Software and Event Notification Services. This Amendment shall be for a period of five months retroactive to June 23, 2022 through November 22, 2022 in an amount not to exceed $624,993.68.

Urban CorpsItem 3 - Approval of Agreement for Clean SD Services with Urban Corps of San Diego County Inc – Urban Corps is a local non-profit who employs young adults ages 18-26. They provide paid job training, support services and a chance to earn a high school diploma, while simultaneously offering a variety of professional services to the San Diego community. This action authorizes execution of a five year agreement between the City of San Diego and The Urban Corps of San Diego County Inc.

Item 4 - Status Update on the Utilities Undergrounding Program - Since 1970, more than 400 miles of overhead utilities have been converted to safer and more reliable underground services using two funding sources, the Underground Surcharge Fund and Rule 20A Work Credits.  This is an informational item to present a status update of the Utilities Undergrounding Program.
