As we come to the end of October, the COVID-19 Response and Recovery Committee will hold its final meeting.  Meanwhile the environment committee will consider repealing the current Single Use Plastic Reduction Ordinance, certify an Environmental Impact Report and the re-adopt the ordinance.

Item 1 – County of San Diego Health and Humans Services Agency COVID-19 Pandemic Update – Jennifer Tuteur, MD. Deputy Chief Medical Officer County of San Diego will provide an update on COVID[1]19 case and vaccine rates, recent changes in public health guidance, information on variants, treatments, and any additional essential information on behalf of the County of San Diego Health and Human Services Agency.

 

 

 

Item 2 - Summary of the COVID-19 Pandemic Response from Several Key City of San Diego Departments – The item will provide a summary of the City of San Diego’s response to the COVID-19 pandemic and will include an overview of actions taken by several key departments throughout the pandemic.

Item 1 - First Amendment to the Agreement with DNV GL Noble Denton USA, LLC for Water Modeling Software Licensing and Software Support Services - This action is requesting authorization to execute the First Amendment to the Agreement with DNV GL Noble Denton USA, LLC (DNV GL) to continue providing software maintenance support and water modeling professional consulting services for an additional two years, and to add contract funding in an amount not to exceed $743,385.82.

 

Water genericItem 2 - Authorization for a First Amendment to the contract with WestAir Gases & Equipment, Inc. (BID 10089356-18-J) to purchase liquid oxygen for the City’s Water Treatment Plants, Public Utilities Department – This action is to request authorization to execute a First Amendment to the contract with WestAir Gases & Equipment, Inc. (BID 10089356-18-J) to purchase liquid oxygen for the Public Utilities Department water filtration plants, which allows a temporary price increase from $0.57/gallon to $0.69/gallon commencing July 1, 2022, and adds provisions that allow the Mayor, or his designee, to approve additional price increases based on actual costs increases for raw materials under specific conditions, including that the price increase will not cause the City to pay more than the not to exceed amount of $4,551,450 previously approved by Council. This chemical is used for treatment and disinfection of water as specified by the American Water Works Association

 

Item 3 - First Amendment to Contract with Vulcan Materials Company for Disposal Sites for Excavated Material in any Combination (ITB 10058074-16-L) – This action is to request authorization to execute the First Amendment to the previous contract with Vulcan Materials Company that requests retroactive approval to pay for services rendered from June 25, 2021 to August 14, 2022 and to increase the contract not to exceed by $1,157,000 from $9,462,928 to $10,619,928. The Contract provides services to the Public Utilities, Stormwater, and Transportation Departments within the City of San Diego, for the disposal of excavated material which may include any combination of soil, wet soil, rock, dirt, wet dirt, adobe clay, wet adobe clay, concrete, concrete with rebar, asphalt, and asphalt with petromat.

PolystyreneItem 4 - Single Use Plastic Reduction Ordinance: Final Environmental Impact Report and Ordinance Recommendations – In January 2019, City Council passed the Single Use Plastic Reduction ordinance to restrict the distribution of polystyrene foam products and plastic utensils in the City of San Diego. Enforcement of the ordinance was stayed shortly thereafter due to a lawsuit. In the settlement agreement the City agreed to prepare an Environmental Impact Report under the California Environmental Quality Act. The Final Environmental Impact Report is being presented for certification along with a request to repeal the original ordinance and then re-adopt the Single Use Plastic Reduction Ordinance

 

Item 5 - Agreements Between the City and the East County Advanced Water Purification Joint Powers Authority Related to the Design, Construction and Reimbursement for the East County Residuals Line and the East Mission Gorge Force Main Rehabilitation, the Operations and Maintenance of the East County Residuals Line, and the Sale of the East Mission Gorge Pump Station Property and Grant of an Easement – The Amended and Restated Regional Disposal Agreement between the City of San Diego and the Metro Wastewater Joint Powers Authority requires that Participating Agencies who are constructing new wastewater treatment facilities upstream of a City Pure Water facility enter into an agreement with the City regarding management of residual byproducts to ensure that City facilities are not adversely impacted.

 

San Diego River ParkItem 6 - Resolution of Intent to explore a partnership with the County of San Diego to form an Enhanced Infrastructure Financing District to fund improvements along the San Diego River, and to form a Joint Powers Authority, special district, or benefit assessment district to fund ongoing operations and maintenance - The City of San Diego’s recently updated Climate Action Plan calls for the implementation of the San Diego River Park Master Plan to increase mobility through enhancement of the river trail. However, the absence of a dedicated funding source presents a significant challenge for implementation. Through the San Diego River Park Task Force, County, City, and local stakeholders have identified key projects that will benefit the region as a whole, and in November 2021, the County of San Diego voted to procure a consultant to perform a funding feasibility analysis for the San Diego River Park.
